Summary

King County Road Services Division, Engineering Section is currently recruiting for a Engineer III level expert in the Construction Management and Inspection Unit. The successful candidate will oversee the day-to-day management of a variety of Department of Local Services (DLS) Road, Bridge, and Stream Enhancement construction projects, and a team of Inspection Engineers and technical support staff. The Construction Engineer III will provide documentation oversight as part of King County Road Services Division Certified Acceptance responsibility. The position will also coordinate with design, support and planning staff associated with assigned projects. This is an exciting opportunity to work with the Road Services team and make a difference in our community!

Job Duties

  • Act as Resident Engineer for construction projects which may include various types of construction such as: bridges, retaining walls, large culverts (concrete and steel), drainage systems and facilities, earthwork, paving (concrete and asphalt), illumination, traffic signal systems, traffic guardrail and barrier, stream enhancement with bank restoration and features, mitigation sites, landscaping, and traffic control and safety features.        
  • Oversee a team of construction inspection staff to ensure work is in accordance with Local Agency Guidelines (LAG) for Contracting Agencies, WSDOT Construction Manual, the WSDOT Standard Specifications and the Contract Documents for a variety of County Road Infrastructure projects. Duties may include but not limited to:
    • Act as King County’s project liaison between King County and the Contractor during implementation of the Contract
    • Measure and document the use of specific quantities for the project
    • Ensure materials are certified prior to acceptance for payment
    • Prepare monthly progress payments
    • Monitor and document specific project construction activities
    • Perform onsite inspection duties when necessary
    • Support Construction Management staff on various tasks as assigned
  • Manage and track the flow of contract documentation such as: Serial Letters, Requests for Information (RFI), Submittals, and Baseline and Revised Schedules for assigned projects.  
  • Create and transmit Contractually binding notices and correspondence such as Serial Letters, Field Orders/Field Directives, and Change Orders. 
  • Collaborate with support services associated with the project which include Materials Laboratory, Survey, Environmental, Traffic, Public Outreach and involved private Utilities.
  • Review and submit Progress Payment and support documentation generated by inspection team for Contractor payment. 
  • Perform constructability reviews on future Capital Improvement Projects during various phases (60%, 90%, and Final) of design.    

Experience, Qualifications, Knowledge, Skills

  • Six years (6) of experience or the equivalent combination of education and experience that demonstrates one’s knowledge of Construction Management and Inspection related to the construction of road, bridge, culvert, stream enhancement, and road resurfacing projects.
  • Demonstrated responsible construction experience with a strong emphasis in construction practices for and including, but not limited to: clearing and grubbing, installation of TESC measures, roadway excavations, constructing embankments, structural excavations, bridge foundations, bridge substructure and superstructure, drainage improvement projects, retaining walls, grading, concrete placement, surfacing, paving, membrane liner installation, stream bank protection, pavement marking, traffic barrier and guardrail, illumination and traffic signal construction.
  • Demonstrated experience managing and executing multi-faceted Capital Improvement construction contracts.
  • Demonstrated experience in reading and interpreting engineering plans, specifications, and technical reports for road, bridge, and stream construction.
  • Demonstrated experience reading and interpreting field stakes such as slope stakes, drainage stakes, and location stakes for various construction features   
  • Demonstrated experience and ability to research, develop, negotiate, write and execute contract change orders for all phases of construction.
  • Demonstrated ability to work in a diverse team environment and to maintain effective working relationships with team members, management, other agencies or interest groups, and citizens.
  • Demonstrated experience in problem solving and conflict resolution related to construction contract management.
  • Skilled in Microsoft Office products such as Teams, One Drive, Word, Excel, Project and PowerPoint along with review and editing programs such as Adobe Pro or Bluebeam.   
  • Strong oral, written, communication, and customer service skills.
  • Ability to work under tight deadlines.

  • This position is represented by Professional Technical Employees (PROTEC 17)
  • This recruitment may be used to fill vacancies for up to 6 months.
  • This recruitment will also be used to create an eligibility list to fill future Full Time, Term Limited Temporary (TLT) and/or seasonal short term temporary assignments depending on the need of the program Including Special Duty     Assignments and TLT opportunities.
  • Must be able to work overtime, nights, weekends, and holidays on occasion
WORKING CONDITIONS:
 
  • Work performed in the office and field. Work in the field may be performed under unfavorable weather conditions. 
  • Must be able to safely negotiate and traverse steep slopes, and to perform work in the field at a variety of construction sites, which may require walking on uneven, rocky or rough ground. 
  • Ability to work around heavy equipment and other potentially dangerous activities associated with construction sites.
  • Often required to stand and reach with arms and hands. Specific vision abilities include close, distant, color, and physical activity including but not limited to lifting up to 50 lbs. at least waist height; carrying and moving objects.

Valid Washington State Driver's License at the time of hire.

TEMPORARY TELECOMMUTING REQUIREMENT

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The individual in this position will be meeting with community members and organizations and will be expected to engage in face-to-face interactions, as COVID-19 restrictions permit, throughout unincorporated King County.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions may be required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
