Summary

The Solid Waste Division (SWD) of King County Department of Natural Resources and Parks is seeking applications for an Engineer II position in their Facility, Engineering and Science Section (FESS). We are looking for an Engineer ready to provide innovative and high-quality engineering services to assist the Division with designing, constructing, and maintaining landfills including performing: engineering design review and construction management inspection; evaluation of environmental control operating systems; implementing industrial and landfill compliance requirements and producing permit compliance reports. This is a term-limited temporary position that is expected to end in twelve (12) months with the possibility of extensionThis position is available to King County career service employees as a special duty assignment.

This position will perform engineering, environmental assessment, and project management duties with the direction of senior engineers associated with Closed Landfills, Cedar Hills Regional Landfill (CHRLF), and ancillary Operations' Support facilities. This position will also assist with the management of Capital Asset Maintenance Program (CAMP) projects; provide operations engineering services to support the operations of landfill environmental control systems, and other infrastructural systems; manage environmental data from groundwater, surface water, wastewater, landfill gas, and soil and perform water quality evaluations applying knowledge of air and aquatic chemistry, fate and transport, environmental analytical methods, environmental monitoring networks, environmental regulations and environmental control systems and will require patience and diligence in environmental data review.

Permanent Telecommuting Requirement: The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Facility Engineering and Science Section Profile: Facility Engineering and Science Section (FESS) staff plan and manage CAMP projects to assist the development and operation of transfer facilities, new landfill areas, and seven closed landfills. The unit also provides Project Engineering services for the Capital Project Management Unit, which manages projects at 7 closed landfills, the CHRLF, and siting and constructing solid waste transfer facilities. FESS performs facility inspections and provides engineering support for facility operations and maintenance directly, and through the management of associated contract services. Staff also provides environmental monitoring, evaluation, and reporting. In collaboration with Operations, they ensure regulatory and permit compliance for all solid waste facilities. Specialized ESS staff provide CAD and SCADA technical services.
 
 Examples of Job Duties:

  • Perform air and water quality evaluations applying knowledge of air and aquatic chemistry, fate and transport, environmental monitoring networks, analytical data evaluation, and QA/QC procedures, environmental regulation, and environmental control systems.
  • Provide engineering services assistance to manage Capital Asset Maintenance Program (CAMP) projects; provide operations engineering services to support the operations of landfill environmental control systems, and other infrastructure systems as part of the project team. 
  • Capital Improvement Project Engineering support to senior staff for landfill wastewater, gas, and cover performance evaluations and improvements.
  • Administer tasks for design and construction contracts supporting the project lead, as well as working collaboratively with other project managers to ensure compliance with engineering plans, technical specifications, King County policies, and regulatory requirements. 
  • Provide routine engineering services support to analyze, design, and review various landfill engineering elements, including landfill cover, bottom grading, leachate management, and landfill gas collection systems. 
  • Produce scientific and analytical reports for technical, regulatory, and non-technical audiences to summarize and convey project findings and meet regulatory compliance requirements. 
  • Assist senior engineers with determining the consistency of remedial engineering plans and products with all appropriate industry standards, as well as local, state, and federal laws and regulations, including Solid Waste Division policies and procedures. 
  • Present to and discuss technical information with managers and staff, project managers, project teams, and landowners, regulatory agencies, public stakeholders, and other jurisdictions and agencies. 
  • Provide support to project and team members to ensure project and tasks succeed in meeting the desired outcomes. 
  • Interpretation and conversion of data for use in developing documents such as for landfill gas conversion invoicing and key performance indicator tracking.
  • Assist senior team members to negotiate facility regulatory permit conditions needed for projects including solid waste facility operation, groundwater, surface water, landfill, and air quality regulatory requirements. 
  • Assist with updating Operating Plans for solid waste facilities. 
  • Perform quality assurance review of environmental data for applicable quality objectives, regulatory compliance, and operational trends and perform ongoing audit of Laboratory Analysis Contract performance including analytical methods.
  • Utilize environmental data base (EQUIS) for evaluating groundwater, surface water, wastewater, and soils. 


 Our Ideal Candidate Will Have:

  • Bachelor's degree in environmental engineering, chemical engineering, civil engineering, geology, hydrogeology, geochemistry, or closely related field, such as geotechnical engineering. 
  • Demonstrated knowledge, preferably at least one year, in analytical laboratory performance including providing quality review of analytical laboratory operating procedures and methodologies relevant to aquatic chemistry.
  • Demonstrated experience, preferably at least one year, in analyzing or reviewing various technical landfill related engineering elements, including environmental controls and monitoring systems independently and in leadership roles 
  • Excellent communication skills 
  • Intermediate working knowledge of Microsoft (MS) Project to develop schedules for public works projects; MS Excel, MS-Word, MS Access, and basic working knowledge of MS PowerPoint. 
  • Demonstrated ability to work in multi-disciplinary collaborative team settings and to actively engage in the development of project designs that encompass multiple project objectives, while accommodating site constraints. 
  • Demonstrated ability to work effectively and collaboratively across different workgroups and with senior-level managers, supervisors, technical leads, and operations staff. 
  • Documented knowledge of environmental regulations and permits required for the implementation of public works and solid waste-related projects. 
  • Ability to determine whether human health and the environment is being impacted by solid waste facility operations using predictive and prescriptive statistical analysis and operational performance evaluation tools.
  • Ability to work effectively in a rapidly evolving work environment that requires multi-tasking, planning and organizing work, responding to changing priorities and tight deadlines, and grasping and responding to complex issues quickly. 
  • Ability to take initiative and function collaboratively on assigned projects, while keeping team members, senior-level team members, and stakeholders apprised of key issues and developments. 
  • Knowledge of the databases used for storing technical information such as landfill gas, groundwater, surface water, leachate, or other environmental systems performance data. 

 
 Highly Competitive Candidates Will Have:

  • Two years of experience performing groundwater and surface water evaluations applying knowledge of aquatic chemistry, fate and transport, environmental monitoring networks, and environmental control systems. 
  • Small projects construction management knowledge including site inspections, payment processing, change order management, technical oversight, contract administration, and closeouts. 
  • Working knowledge of Earthsoft – Equis, EDGE and SPM environmental field recording and database management programs. 
  • Fundamentals of Engineering Certification or Professional License in Engineering, Geology or Hydrogeology
