JOB TITLE: Highway Engineering Technician
DEPARTMENT:  Public Works
STATUS: Full Time
  
JOB OBJECTIVES: 
  • Provide professional field and office civil engineering work.  
  • Assist the Public Works Director/Engineer and staff to develop and complete complex Public Works Projects. 
  • Perform additional tasks as assigned by the Assistant Public Works Director.
  • Perform duties that include, but are not limited to project management, materials testing, contract administration, construction plan preparation, surveying and inspection.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  The duties listed are intended only as illustrations of the various types of work that may be performed.  The omission of those specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. 

  • Complete the design of County Roads, County State Aid Highways, and other public projects to meet state and federal requirements.
  • Perform construction duties, such as inspection, surveying, staking, and materials testing.
  • Ensure that all construction projects are meeting all State and Federal requirements as they are being constructed.
  • Work with other divisions within Public Works to provide engineering expertise.
  • Completion of inspection reports and quantity computations for contract administration construction management. Makes sketches, both preliminary and as a guide to other professionals; prepares and maintains maps.
  • Prepare R/W documents for purchase, do R/W land searches of ownership, write R/W description for recording.
  • Prepare and submit environmental permit applications to DNR, MPCA, BWSR, Corps of Engineers, USFWS and other state and federal agencies.
  • Perform utility locations under the Gopher State One Call system.
  • Develops complex engineering computations; prepares plans and specifications; draws plans and profiles; performs engineering research.
  • Utilizes various machines and equipment in the delivery of service, such as computer, calculator, air tester, mechanical shakers, metal detectors, drafting equipment, hammers, shovels, and tape.
  • Operates survey equipment including Trimble GPS, Robotic Total Station and level on preliminary and construction surveys.
  • Assists in the inspection of County and Township bridges that are under the responsibility of the Douglas County Engineer; records all the deficiencies that are found.
  • Updates bridge inventories; reports findings to County Engineer; reports all bridge deficiencies and needed repairs to appropriate governing agencies. Complies with all rules and policies in order to maintain a safe work environment.
  • Reviews and receives various reports and documents, including production reports, billing invoices, lab reports, contractor wage reports, hydraulic reports, bridge plans, daily construction diary, weekly construction reports; daily plant reports, spot check reports, pile driving report, and test pile report.
  • Perform office duties, such as preliminary design and cost estimates.
  • Reliable, predictable attendance and punctuality.
  • Other duties, as assigned or apparent.

The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13.

If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee's work assignment no longer requires access.

REQUIRED MINIMUM QUALIFICATIONS AT HIRE:
 
Education
High School Diploma or GED equivalent. 
Technical College Diploma or Associate's degree/diploma in Civil Engineering Technology, or related field required.
 
Licenses and Other Requirements: 
Valid Minnesota Class D Driver's License required. 

Required Minimum Knowledge, Skills, Abilities, and Qualities at Hire:

  • Ability to compose legal descriptions and easement documents. 
  • Ability to negotiate and purchase right of way for Public Works projects, from Federal and State agencies and the general public. To resolve conflicts or problems encountered during negotiations. 
  • Ability to utilize mathematical formulas; basic arithmetic; determine percentages; determine time and weight, perform calculations involving variables, formulas square roots, and polynomials; perform statistical calculations; and interpret same as appropriate.        
 
PREFERRED / DESIRABLE QUALIFICATIONS

Education
See minimum education required. 
 
Experience
Surveying, material testing, computer aided drafting in the civil engineering field.  
Possession of various MnDOT Inspection Certifications desired.

  • Minnesota Department of Transportation inspection certificates
  • Minnesota Pollution Control Agency inspection certificates.
  • Ability to communicate with people to convey or exchange professional information.
  • Ability to interact with people (staff, general public, elected officials) beyond giving and/or receiving instructions.
  • Ability to produce reports with proper format, punctuation, spelling, and grammar.
  • Ability to utilize mathematical formulas, basic arithmetic, determine percentages, determine time and weight, perform calculations involving variables, formulas, square roots, and polynomials, perform statistical calculations,
  • Ability to use very complex and difficult computer design programs such as Civil 3D, GPS software, One-Office, etc.
  • Ability to set up Right of Way negotiation meetings with the general public and meet with them after hours at their residence.
  • Knowledge of highway design principles and practices.
  • Knowledge of highway design software and personal computer operations.
  • Knowledge of local, State, and Federal standards, manuals, and specifications for design.
  • Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.

This position generally works Monday through Friday from 8 a.m. to 4:30 pm however, extended shift, and weekend work will be required due to special needs or reassignment of workloads. 

Physical Demands can involve, but are not limited to: 
Must be physically able to operate a variety of machines and equipment including computer, calculator, air tester, mechanical shakers, metal detectors, drafting equipment, hammers, shovels, and tape.  Must be able to move or carry job-related objects or materials up to 50 pounds.  Must be physically capable of stooping, kneeling, crouching, crawling, climbing, and balancing for the purpose of performing inspection of culverts, bridges, road ditches, etc.  Physical demand requirements are at levels of those for medium active work.
