Nature of Work:

An employee of this class is under the general supervision of the Director of Aging. Work is performed in all areas of fiscal record keeping regarding aging contractors, in some areas of fiscal duties regarding the Area Agency on Aging, in providing technical assistance to aging service providers, and related work as required. Activities associated with the job include development and implementation of an RFP, facilitating contracts, developing a budget, providing technical assistance to providers, and development on an annual plan. Job responsibilities require extensive experience working with the elderly and disabled, knowledge of federal and state regulations governing the provision.

Illustrative Examples of Work:

  • Prepares aging financial reports, analysis, and budget projections for submittal to government agencies.
  • Assists Aging Director in plan process relative to funding and scope of services which includes budgets and contracts.
  • Develop and receive financial report forms to meet applicable state, local and federal requirements and to ensure effectiveness of program.
  • Ensure timely submission of financial reports to grantee agency staff.
  • Prepare and submit Area Agency monthly invoices for reimbursement to the Commission on Aging; TN Care and any other grantors.
  • Assists aging service providers in preparing grant proposals.
  • Performs annual on-site financial monitoring of all service providers.
  • Provides technical assistance to aging services providers in maintaining financial records and reports, and budgets.
  • Coordinates efforts with Management Information Specialist to ensure contract compliance with all grantee agencies.
  • Coordinates efforts with Development District’s fiscal officer to ensure local, state and federal rules and regulations are met.
  • Performs other duties as assigned.
  • Automobile travel within the District and outside of the District is required.

Knowledge, Abilities, and Skills:

  • Knowledge of accounting practices and procedures including fund accounting, government grants and government grant regulations and guidelines.
  • Knowledge of business development.
  • Knowledge of office protocol.
  • Knowledge of the use of computers.
  • Ability to provide technical guidance.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain an effective working relationship with public officials, service providers, fellow employees and the general public.

Minimum Job Requirements:

Any Combination of training and experience to:

A bachelor’s degree in business or accounting and two years of experience in fund accounting or grant management.
