Metro's Safety Security & Quality Assurance team is seeking a dynamic Program Manager (Project Program Manager III) to design and manage an evaluation of Metro's Operator Safety Partitions (OSP). The successful candidate will bring creativity, engagement and communication skills, and a track record in project management.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. All employees are expected to model and apply our equity and social justice shared values, behaviors, and practices. As the Program Project Manager III, you will:
  • Develop and monitor scope, schedule and budget of project and report results.
  • Organize people and activities to accomplish strategic work plans and deliverables within established timelines.
  • Write and share project and program plans based on input from technical staff.
  • Coordinate review process for Operator Safety Partition program, including necessary communications products to support the project development and implementation.
  • Research program needs to develop recommendations for the project.
  • Implement communication engagement program to discuss the Operator Safety Partitions and how they are working with Metro employees community.
  • Lead cross functional workgroups on assessments of materials, hazards, and mitigations using data.
  • Convene, lead, and facilitate all team meetings.
  • Ensure compliance with all relevant laws, regulations and Metro safety and security standards.
  • Draft all necessary correspondence for supervisor or management to be able to respond to inquiries related to Operator Safety Partition program
  • Partner with subject matter experts to capture all necessary program and project requirements along with identifying future program needs and goals;.
  • Make recommendations on project that enables the organization to deliver on a solution for Operator Safety Partitions that best meet the needs of Metro.
  • Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Increasingly responsible experience in program planning and project management, including taking projects from concept through completion.
  • Demonstrated experience working in a confidential capacity on sensitive projects reporting up to members of leadership.
  • A demonstrated ability to build effective relationships, with a variety of audiences including Metro leadership with principles of engagement and equity and social justice.
  • Ability to work with and provide exceptional customer service to other employees.
  • Comfort and flexibility in navigating a complex organizational environment while managing multiple competing priorities.
  • Demonstrated experience multitasking and managing projects in a high stress environment.
  • Demonstrated ability to manage competing priorities with the ability to balance responding to urgent, short-term priorities and long-term, strategic priorities.
  • Exceptional public speaking, communication, and team-building skills.
  • Advanced skills in managing and organizing online meetings.
  • Ability to follow instructions and be able to work independently or as a member of a team.
  • Advanced skills in Microsoft Office software including Outlook, Word, Excel, PowerPoint, SharePoint, Visio, and Teams.
  • Demonstrated experience building equity, safety, and sustainability into a project or program as it is designed, implemented, tracked, and communicated.
  • Ability to adapt to situations while creatively providing solutions and continuously learning and adapting to improve outcomes.
Competitive Candidates Will Have (but not required)
  • Three years of direct project management experience.
  • Knowledge of Metro Transit as a department, how decisions are made and what it takes to communicate well and advance change within a large, complex agency where a majority of employees work in essential, in-person positions.
  • Direct experience project managing complex, challenging, or crisis response projects or programs in a large organization with multiple internal and external stakeholders with diverse needs and expectations.
  • Expertise in the area of the project being supported.

Work Schedule
This position works a base workweek of 40 hours per week, Monday through Friday. This position is exempt from the provisions of the Fair Labor Standards Act and is not over-time eligible. Management will determine the schedule of the successful candidates.

The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings . Employees will have access to shared workspaces at various King County facilities . Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
