Summary

King County's Department of Local Services (DLS) is seeking a passionate equity, social and racial justice advocate who will drive organizational change. The successful candidate will work with department leadership and the Office of Equity and Social Justice (OESJ) to develop strategic direction, identify and implement Equity and Social Justice (ESJ) initiatives, and ensure progress towards goal attainment, internally and externally to the communities served. This position will work to ensure metrics are understandable, meaningful and lead to accountability and desired outcomes. As a key member of our leadership team, the Equity, Inclusion and Belonging Manager will provide consultation, coaching, and support for managers and other employees to be innovative and adaptive in providing culturally responsive, inclusive, and equitable programs and/or services. This is an exciting opportunity to work with the Department of Local Services team and make a difference in our community!

Job Duties

 Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to: 

  • Provide guidance, information, and advice to managers, supervisors, and human resource staff to achieve King County ESJ Strategic Plan, EEO/AA goals, and obligations and DLS ESJ commitments. 
  • Conduct workshops, seminars, and training sessions in various settings.
  • Lead and coordinate DLS Equity and Inclusion Employee Advisory Committee and special workgroups. 
  • Serve as Equity, Inclusion & Belonging coach, and advisor.
  • Work with Office of Equity and Social Justice and other departments, lead ESJ work in the department, and represent DLS on the County’s ESJ inter-branch team.
  • Plan, lead, and coordinate DLS ESJ Strategic Plan implementation work, reports or reporting, documentation, and annual work plan.
  • Lead and coordinate Language Access Plan implementation commitments.
  • Obtain stakeholder buy-in and implement plan and project improvements designed to fully leverage internal ESJ opportunities.
  • Collect equity data and apply analysis to develop reports and presentations regarding best practices for implementing programs related to ESJ, racial equity and anti-racism.
  • Support various programs or projects as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who:

  • Provide strategic guidance, planning and operational assistance internally and externally to develop and advance Equity and Social Justice programs, projects, and initiatives.  
  • Engage, build, and sustain relationships with diverse people and cultures.
  • Develop, track, maintain and present equity, social justice, diversity, and inclusion metrics
     and reporting information.
  • Assess the department and division ESJ practices and apply tailored department wide ESJ best practice strategies to accelerate progress and enable cultural effectiveness and organizational change.
  • Evaluate and report the effectiveness of department ESJ activities and their impact on both culture and business results.
  • Communicate new/updated programs, policies, and processes to department leadership and employees. 
  • Work with management to deliver training/education/workshops around ESJ and related subject matter.
  • Collaborate with human resources and other applicable teams to build internal and external partnerships that help attract and amplify under-represented and diverse perspectives.
  • Are skilled in presenting to a diverse audience in a variety of formats.
  • Have the ability to organize, prioritize, plan, schedule and follow up on tasks; elevate issues or obtain additional resources when necessary. 
  • Have demonstrated proficiency with business applications, such as Microsoft Office suite.

TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.  Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office and the Road Services and Permitting Divisions. The Director’s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and business. The department provides a single executive point of accountability for delivery of local services to all of the unincorporated areas.
