Description of Work

Access Clinician II, under general supervision, performs evidence-based practice according to nationally recognized standards to reduce symptoms and maximize recovery for individuals receiving services.  Access Clinician II ensures that all documentation of client contact, and treatment services is complete, thorough, and accurate, to meet all agency, state, and professional standards.  An employee in this class writes initial assessments that accurately build on strengths and deficits resulting in a DSM diagnosis.  Access Clinician II is also responsible for conducting Preadmission Screening and providing crisis intervention services to those consumers who present at one of the HealthWest building or Emergency Room. These assessments will include a history of mental health treatment, relevant family history, and current treatment recommendations.  Access Clinician II develops person-centered treatment plans that are written in the language of the consumer and reflect the consumer’s goals and measurable objectives.  Access Clinician II is required to be in an on-call rotation and performs other work duties as assigned.

Required Minimum Entrance Qualifications

1.    Must possess a Master’s degree from an accredited college or university with a major of Social Work, Psychology, Counseling, or related behavior field OR be eligible to obtain degree prior appointment to position; AND
2.    Have a minimum of three (3) year of previous experience working with persons with developmental disabilities, mental illness and/or serious emotional disturbance.
3.    Lived experiences with mental illness/developmental disabilities/substance use disorders valued.
4.    Individuals in Recovery and individuals with experience in Armed Services valued.
5.    Possess a valid driver’s license and the ability to obtain a Michigan Driver License within 30 days of employment.
6.    Must have reliable transportation that may have to be used to carry out job duties of this classification.

NOTE:  Must have a State of Michigan Temporary Limited Licensed Psychologist license, Limited Licensed Masters Social Worker license, or Limited Licensed Professional Counselor license at time of appointment; and obtain State of Michigan Limited Licensed Psychologist license within one (1) year of employment or obtain a Licensed Masters Social Worker – Clinical license or Licensed Professional Counselor license within two (2) years of employment.

PHYSICAL ACTIVITIES
An employee in this class generally performs sedentary work requiring the occasional lifting of objects weighing thirty-five (35) pounds or less.

ENVIRONMENTAL CONDITIONS

Access Clinician II generally works at the various HealthWest program locations; however, travel to locations within the County may be required.

EVALUATION CONTENT
Applicants for County employment may be subject to a post-offer criminal background check, depending on the nature and assignment of the position. When such check is conducted, an offer of employment is contingent upon the results of the criminal background check. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

PURPOSE
The purpose of this recruitment is to establish an eligible list from which to fill present and future vacancies in this classification in the County system.  For each opening, the Department Head has her/his choice of the candidates who meet the required minimum entrance qualifications.  This list remains in effect for three months unless exhausted or extended.

Life Insurance and AD & D Equal to employee annual salary to next highest $1,000. Max $200,000

Long Term Disability No cost to the employee, employer paid at 66 2/3% of salary after 6 month waiting period

Sick Leave 10 days per year, accumulated .385 days. per pay period
Accrual begins on first day of employment and is available to use on the 90th day of employment.
Annual Leave 13 days, accumulated .500 days per pay period. Increasing to maximum of 24 days with 20 years of eligible County service, see Personnel Rules for accumulation chart. 
Accrual begins on first day of employment and is available to use upon completion of six months of continuous eligible County service.
Sick/Annual Leave Cash Payout Employee may elect up to 40 hours of accumulated vacation and/or sick time to be paid as cash. Future accruals only.
Personal Days 2 days per fiscal year, unused days will be forfeited

Holidays 12 days
 
COLA/Longevity All employees are eligible for COLA based on the CPI and must be in pay status as of 12/1. Payment of $250 after 5 years of continuous service as of 12/1. Each subsequent year of service will add $50 to the payment. Maximum payment amount is $1,250
