Summary

King County Metro Transit employees will be provided preference in this selection process.  

King County Metro Transit is recruiting for a Safety Management System (SMS) Implementation Manager (Project/Program Manager III) to develop and serve as a subject matter expert for the implementation of its SMS.  Under limited direction, you will perform a variety of progressively complex duties related to SMS planning, implementation, and oversight in order to ensure the agency’s compliance with 49 CFR 670. You will manage all efforts associated with Metro Transit's SMS program and direct and oversees all SMS regulatory efforts in accordance with the Federal Transit Administration (FTA) and local State Safety Oversight (SSO) agencies.
 
SMS will be implemented in three phases with areas of emphasis in each phase: Safety Management Policy, Safety Risk Management, and Safety Assurance, which includes Safety Promotion embedded throughout all three phases. The selected candidate will ensure that Metro Transit's SMS is complete within all three phases and implemented within the agency by 2023.
 
This position will report to Managing Director of Safety & Security (Chief Safety Officer).
 
The most competitive candidate for this position will have knowledge and experience working in the transportation industry, an understanding of safety hazard assessments and strong program development and writing skills.  Additionally, they will be an independent self-starter with great communication and collaboration skills who is well versed in FTA SMS requirements.

Work Schedule
The standard work week is within the 8:00 a.m. – 5:00 p.m. Monday through Friday timeframe; however, alternative work schedules will be considered.  On rare occasions, work may be required during evenings, nights, early morning or weekends.  This position is exempt from the provisions of the Fair Labor Standards Act, and therefore is not eligible for overtime pay.

Job Duties

  • Serve as the subject matter expert; provide strategic direction and guidance in goal setting, objectives and priorities. Manage all Metro Transit SMS efforts under the direction of the Managing Director Safety & Security (Chief Safety Officer). Ensure all three phases of the SMS implementation are successfully implemented - Safety Management Policy, Safety Risk Management, and Safety Assurance (with Safety Promotion incorporated throughout the phases).
  • Provide guidance and support to divisions/departments in understanding and implementing the Federal Transit Administration requirements for SMS.
  • Represent as the SMS subject matter expert requested for activities, meetings, and all program management functions.
  • Ensure SMS program meets objectives/FTA requirements.
  • Foster partnerships and collaborate with a broad spectrum of stakeholders, employees and regional partners to leverage opportunities to improve safety for a broad range of customers.
  • Promote equity through program development and by fostering an equitable, diverse and inclusive work environment.
  • Develop and measure a system of accountability between senior managers and middle management.
  • Deliver presentations and trainings to employees, transportation stakeholder groups, professional organizations, and other related groups.
  • Communicate information throughout the agency on an ongoing basis as to the status of SMS implementation, SMS management efforts, program compliance, and other SMS-related efforts/issues.
  • Identify potential SMS implementation issues and concerns to the Managing Director Safety & Security (Chief Safety Officer) and addresses these effectively with agency leadership.
  • Lead SMS Implementation Committee efforts and meetings related to compliance and continuous improvement efforts.
  • Ensure that the agency's hazard and risk assessment activities are developed in coordination with internal and external stakeholders, implemented effectively, and appropriately applied to the continuous improvement process.
  • Ensure that all divisions comply with the configuration management requirements of the SMS, including document control. Ensure that all agency and division-specific policies, procedures, plans and programs have been developed and included in the document log.
  • Assist divisions and functional areas in the designation of SMS key personnel.  Ensure all training requirements for designated SMS key personnel have been met.
  • Perform and document audits, assessments, and inspections as required to ensure compliance with, implementation of, and continuous improvement of the SMS efforts.
  • Model and promote a positive safety culture through effective communication, leadership, guidance and support.
  • Perform other duties as assigned.

Minimum Qualifications

  • Knowledge and experience working in the transportation industry.
  • Experience with program development work and knowledge of project management principles.
  • Demonstrated history of successfully delivering projects on time and within budget.
  • Knowledge of program review and auditing techniques.
  • Knowledge of Safety Management System (SMS) development, implementation, and maintenance.
  • Skill in program evaluation, advocacy and promotion.
  • Demonstrated excellent writing and communication skills; ability to draft, proofread, edit, compile and finalize documents and correspondence. Must have effective communication strategies, principles and techniques of business communication, including written, verbal, and presentation methods.
  • Ability to evaluate regulatory requirements and successfully develop, implement, and maintain programs to ensure compliance.
  • Ability to build rapport and trust quickly with internal and external stakeholders.
