The Special Initiatives Project/Program Manager (PPM) III will serve as part of the King County Developmental Disabilities and Early Childhood Supports Division (DDECSD) Operations and Contracts team. The Operations and Contracts team is responsible for the equitable procurement, negotiation, development, and monitoring of division contracts. Additionally, the Operations and Contracts team holds responsibility for privacy, records retention, and Equity Change Team efforts.  

 

The Special Initiatives PPM III will manage contracting, procurement, and monitoring of designated Coronavirus Local Fiscal Recovery (CLFR) funds and other emergent funds, especially those requiring close coordination across the DCHS divisions, between County departments, and with the King County council. This position will act as the procurement subject matter expert for DDECSD.

The Special Initiatives PPM III will use an equity and social justice lens throughout the procurement, contracting and monitoring processes and in all aspects of their work.


The position will report to the Operations and Contracts Manager within DDECSD. This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end December 31, 2022, but subject to change dependent on operational need.

WORK SCHEDULE/CONDITIONS: This position is for a Special Duty Assignment or Term-Limited Temporary (TLT) anticipated to end December 31, 2022, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.

Teleworking Requirement 
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are requiredincluding the wearing of masks in some situations. Job Duties

  • Manage equitable procurement, contracting and monitoring for Coronavirus Local Fiscal Recovery (CLFR) funds and other emergent funds
  • Lead in the development and completion of Requests for Proposals (RFPs) and other procurements processes for the Division; including but not limited to: 
    1. Ensuring meaningful community partnership
    2. Drafting and finalizing RFP documents
    3. Posting and managing RFPs via ZoomGrants
    4. Hosting accessible information sessions
    5. Supporting the contractor selection and notification process
  • Act as Division’s subject matter expert on Procurement process, including county, state, and federal requirements
  • Ensure procurement processes are accessible to the community
  • Negotiate and draft contract agreements, ensuring contracts meet federal, state and local requirements
  • Lead the monitoring of contracts for compliance in collaboration with fiscal team members
  • Manage communication – written and oral – across Divisions, between Departments, with the King County council, and with outside consultants, especially for CLFR funds and related requirements
  • Develop written documentation to support compliance with CLFR fund requirements and other emergent requirements
  • Provide subject matter expertise on CLFR and other coronavirus-specific funding requirements
  • Develop systems to track and report on contract deliverables
  • Ensure privacy and confidentiality of data in coordination with Department Privacy Officer
  • Document standard procurement, contracting, and monitoring processes into guides and manuals 
  • Provide training and technical assistance to contractors to meet contractual requirements
  • Produce reports and presentations for County staff, funders, and/or community groups
  • Apply Equity and Social Justice principles to all aspects of the work, including conducting equity assessments on key decision points
  • Perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills

  • Knowledge of Equity and Social Justice principles and practices, including equity assessments
  • A combination of at least four years of education and/or relevant experience in contract administration and/or project management in a social service setting
  • Demonstrated communication skills – written and verbal – necessary to complete the job duties
  • Experience managing a project in a politically sensitive environment
  • Well-developed project management skills and experience successfully managing complex projects with an ability to anticipate stakeholder needs, synthesize information, make decisions, and meet deadlines 
  • Experience leading oversight of policy, programmatic, and/or communication strategies in partnership with diverse partners 
  • Well-developed organizational skills and high-level attention to detail 
  • Previous experience working with a diverse range of partners, internally and externally, to meaningfully shape analyses, policies, programs, or practices substantially informed by community input and values 
  • Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of a team
  • Ability to work with creativity and flexibility, both independently and as a team member
  • Demonstrated experience in using Microsoft Word, Excel, PowerPoint, Outlook, SharePoint and web-based tools
  • Valid Washington State Driver’s License and/or ability to travel throughout the County in a timely manner

  • Experience applying Equity and Social Justice principles to procurement and contracting
  • Experience engaging community members in equitable contracting processes
