Summary

This recruitment will be used to fill Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) positions. The TLT/SDA is anticipated to last up to June 30th, 2023. 
 
In order to hire and maintain a quality workforce that reflects the diversity of the community and works well within our True North values-based organization, the Permitting Division of the Department of Local Services (DLS) is accepting applications for the position of Building Inspector (General Inspector I). 
 
The person in this role will work under the supervision of Building Official to produce or help produce timely, accurate, quality inspections and approvals of building permits. Working both collaboratively and with some independence, they apply themselves to field inspections.
 
Our ideal candidate will be responsible for carefully reviewing application materials and conducting field inspections to ensure compliance with adopted building codes, fire codes, and other development regulations. An essential part of the job is to work positively and, in a solution-oriented manner with customers, their design/engineering professionals, other members of the public, and co-workers.  Additional tasks may include investigating complaints, responding to customer service inquiries, and assisting with life/safety inspections and damage investigations.

Job Duties

  • Promptly respond to inspection requests and manage time to meet demands.
  • As directed by supervisor and lead, conduct building inspection to determine code compliance with building, structural, fire safety, energy, accessibility, health, and other applicable.
  • Write correction notices clearly identify code issues.
  • Assist in researching code application issues, in consultation with lead.
  • Provide public with information on codes, regulations, and permit requirements.  
  • Receive and respond to complaints about buildings/construction from citizens, other agencies and jurisdictions, King County Council and Executive staff.
  • Interpret and apply codes and regulations for architects, engineers, developers, contractors, and property owners. 
  • Provide direct customer assistance for the public, design professionals, property owners on building code questions and their application and the permit process.  
  • Attend and assist with problem-solving conferences with owners, contractors, and design professionals to offer alternatives to methodologies and/or materials; work cooperatively with others in the department or in other agencies to help resolve permit and process-related issues.
  • Coordinate inspection approvals with other sections and agencies.  
  • Support a culture of superior customer service and honor commitments made to customers and others.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

The ideal candidate will have the following qualifications: 

  • Education and/or experience in related field such as architecture, construction management, building construction technician.  
  • High school diploma, GED or equivalency. 
  • Knowledge and/or experience in the application and interpretation of national, State, and local building and fire codes and standards.
  • Knowledge of the application of construction methods and materials, and construction sequencing as they relate to code requirements.
  • Ability to learn to recognize defects in construction materials and techniques and in recommending alternative methods.
  • Frontline customer service experience.
  • Skill in reading, interpreting and explaining blueprints, specifications, codes, ordinances and policies.
  • Skill in oral and written communication; handling multiple competing priorities and producing quality work within tight timelines.  
  • Skilled in working with diverse stakeholders and maintaining effective relationships
MOST COMPETITIVE CANDIDATES WILL POSSESS: 
  • Associates degree in building inspection, or a related field, or a similar certification.
  • Experience in building construction and/or governmental construction inspection.
  • ICC certification in building inspection, plans examination, or similar ICC certification.
NECESSARY SPECIAL REQUIREMENTS: 
  • An offer of employment will be contingent on the success of a pre-employment physical examination.  
  • Must have a current Washington State driver's license.
  • Must be able to climb, crawl into tight and confined spaces, walk on steep and uneven terrain, kneel, bend and lift up to 30 lbs. 
  • Must be able to use stationary and portable office equipment and software.
  • Some licenses, certifications, and other requirements determined to be necessary to meet the business needs of the department may be required. 
  • Complete certification International Code Council Building Inspector Certification within first 6 months.

Those applicants who pass the initial screening will be invited to interview the week of May 30, 2022.
   

Currently we are filling Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) for current King County Career Service employees who have passed their probationary period. Current King County employees must have permission from their supervisor to be eligible for the Special Duty assignment.

Pay upon SDA placement: Current employees selected for SDA will be compensated based on the provisions of the Collective Bargaining Agreement or Master Labor Agreement for their base assignment if applicable.
 
This recruitment may be used to fill vacancies for up to 6 months. Including career service, special duty assignments, STT and TLT opportunities.

WORK SCHEDULE: 
The work week is normally Monday through Friday, 6:00 a.m. to 3:00 p.m., but may at times require work outside of normal business hours and/or on weekends. This full-time position is overtime eligible.

Teleworking Requirement 
The work associated with this position will be performed by teleworking, field work, onsite work and meetings as needed. The responsibilities of this position may include regular and ongoing in-office work involving in person customer service in accordance with the division's available customer service options.
 
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
