The Jail Health Services Division of Public Health Seattle and King County is seeking diverse applicants who are representative of our King County population, to apply for the position of Deputy Division Director!

The Position…

This is a senior leadership position working closely with the Jail Health Services (JHS) Division Director to manage the varied responsibilities within the division, including 230 employees and a bi-annual budget of over $75 million.

Jail Health Services is a Division of the Department of Public Health and provides the health care services to the adult secure incarcerated population for King County.  

This position is responsible for overall division operations in three key areas: health services oversight and continuous improvement; strategic planning and budget; and administrative oversight.

This position is also responsible for assisting the JHS Division Director in all aspects of division management with full delegated authority to act on behalf of the Director in the Director's absence and representing the JHS Division as assigned.
 
This position is pivotal in building a work environment that promotes equity and social justice (ESJ), employee engagement, inclusiveness, teamwork, continuous improvement, and connection across sections and workgroups.  The Deputy Director role is also vital to our goal of creating a value-based, collaborative, and innovative culture that successfully partners with key stakeholders to provide patient-centered care. The incumbent should bring strengths in high-level management, oversight of programmatic and clinical operations, HR, budget, and quality assurance and improvement.

 Work Schedule

The normal work week is Monday through Friday, with some evening, night, and weekend work as necessary. This position is FLSA exempt, and as such is not overtime eligible.

Temporary Telecommuting Requirement:

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties

Strategic Planning, Budget & Leadership Role

Work with the Division Director, Leadership, and Managers in developing and enacting the Jail Health Services strategic plan, business plan, sponsoring priority projects, and other related activities.  Will be responsible for developing content, monitoring progress, driving results, and encouraging staff along the way to meet their fullest potential.

Ability to juggle various tasks, situations, and priorities on an ongoing basis to ensure progress continues in all key areas of oversight.  Work with Division Director and Finance Manager on administrative areas of practice, including program changes, budget, HR, and operations; as well as with Clinical Leaders on the resources, services, and operational monitoring needed to assure services provided are accessible, obtainable, and meet or exceed standards of care.

Health Services Oversight and Continuous Improvement 

Oversee operations of health services in the King County regional adult jails to ensure they meet quality standards, division goals, and customer needs. Develop and track key performance metrics to ensure care standards, goals, and targets are established, communicated, and monitored to identify quality improvement opportunities.  Assure there are patient and employee engagement efforts that collect needed data and information to inform further changes or improvements.  These efforts should be done with an ESJ focus to assure our practice and work settings  continuously strive to promote, provide, educate, and advocate for our incarcerated population.

Monitor and ensure compliance with accreditation standards, laws, regulations, and policies and procedures in both the Public Health Department and the Department of Adult and Juvenile Detention. Contribute to the development and implementation of new policies and procedures as needed.

Identify and analyze data regarding health care programs, community priorities and resources and make recommendations to the Division Director on regional policy and/or program issues which need to be addressed.

Design in-depth analytical studies including those that involve complex issues such as program staffing and workload distribution.  Coordinate and prepare written reports outlining issues, and make recommendations to the Division Director for programmatic and operational changes.

Assist program managers in planning implementation of change recommendations and oversee completion of complex projects, including development of necessary budgets, staffing, equipment and facility needs, and funding opportunities.

Assess and address concerns about program services raised by inmate-patient family members or other advocates.  

Administrative & Support Services Oversight 

Oversee administrative and operational functions, including: supplies, facilities and equipment, Information Technology (IT), health information management, human resources, and other supportive functions to assure high quality and efficient functioning of the Division. Negotiate and implement contracts.  Communicate with union representatives and work on labor-related projects to resolve issues and pursue opportunities.

Provide supervision and direction to key managers and administrative staff in the Division.

Represent division at meetings, group presentations, and community/public events.

Experience, Qualifications, Knowledge, Skills

  • Progressive management experience in a large governmental or private organization, with a well-developed, broad range of administrative, negotiation, facilitation, and management skills.
  • Working knowledge of governmental or large and complex organizational procedures.
  • Skills utilizing collaborative labor negotiation strategies, establishing effective labor-management partnerships, and managing day to day activities in hierarchical environments.
  • Knowledge of the principles and practices of management and supervision, budget development, financial management and of financial concepts employed in operating programs.
  • Knowledge of human resources management techniques and principles including interest-based or collaborative negotiations with unions.
  • Ability to develop and implement strategic processes.
  • Skill in dispute resolution, including the handling of grievances and arbitration.
  • Skill in effective decision-making and team consensus building.
  • Skill working effectively with diverse employee and community populations.
  • Knowledge of and ability to promote diversity, equity and social justice issues in an organization or community.
  • Excellent oral and written communication skills. Ability to communicate diplomatically on sensitive issues. Ability to manage a variety of programs and projects simultaneously.
  • Washington State Driver’s License or the ability to travel to work locations with limited or no public transportation services is required.

Desired Qualifications: 
 
  • A Master's degree or equivalent experience in public administration, business, public health or a related field.
  • Experience performing employee and labor management functions in a healthcare delivery system having a highly represented workforce. 
  • Experience in budget development and monitoring.
  • Experience establishing and maintaining systems that monitor service standards, timelines, outputs, and resources to meet practice needs.

Public Health - Jail Health Services follows and maintains federal and state requirements standards including, but not limited to, Prison Rape Elimination Act (PREA) standards which apply to all public and private institutions that house adult or juvenile offenders. PREA standards preclude the department from hiring or promoting anyone who has engaged in, or been convicted of any conduct which would violate PREA standards related to sexual assault including:
  
  • Sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility, or other institution; 
  • Convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse 
  • Has been civilly or administratively adjudicated to have engaged in the activity described above.

     Additionally, PREA standards require that the department consider any incidents of sexual harassment involving an inmate or detainee in determining whether or not to hire or promote anyone.
