Summary

The Department of Community and Health Services (DCHS) Housing, Homeless and Community Development Division (HHCD) has two exciting opportunities to join the team as a Project/Program Manager III. We are looking for experienced and organized leaders to support our Planning, Policy, and Special Projects team.

The Affordable Housing Planning Program Manager (PPM III) will support equitable and effective implementation of the King County Countywide Planning Policies Housing Chapter and develop and implement other housing policy and planning projects and lead King County Affordable Housing Committee (AHC) efforts.

The Housing Policy and Community Engagement Program Manager (PPM III) will develop and advance housing policy and further HHCD's community engagement efforts, primarily through establishing the King County Renters' Commission and creating reports about housing, equitable development, displacement, and similar topics. This position will lead the team in analyzing, reviewing, and tracking state legislative proposals relating to housing as well as lead the development of housing policy reports and plans.

Job Duties

SCOPE OF JOB DUTIES - To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:

Affordable Housing Planning Program Manager (PPM III)
  • Apply an equity and social justice mindset to all aspects of the work in partnership with team members, other Division and DCHS staff, and internal and external stakeholders.
  • Lead team efforts to coordinate and provide strategic education, technical assistance, insights, and observations to local jurisdictions on the new CPP Housing Chapter policy requirements during development of their draft comprehensive plans.
  • Coordinate with other agencies and jurisdictions to build understanding and consensus around the housing-related components of draft comprehensive plans.
  • Conduct research and analysis to deepen the AHC and local planners' understanding of effective and equitable planning actions to increase the supply of affordable homes in King County, reduce housing cost burden among low-income households, and equitably plan for and accommodate housing needs.
  • Serve on interjurisdictional committees and other staff work groups, building rapport and a positive approach around housing planning engagement with stakeholders.
  • Lead team efforts to develop and maintain resources that aid planners in preparing for comprehensive plan review.
  • Lead internal and AHC review of draft comprehensive plans and the housing-related elements of these plans, including plan intake, review, analysis, and development of draft comments for AHC consideration.
  • Collaborate with teammates to develop reports, presentations, and educational material in an agile and time sensitive way.
  • Partner with the Regional Affordable Housing Implementation Manager in supporting jurisdictional implementation of housing-related comprehensive plan policies.
  • Lead or support other Planning, Policy, and Special Projects team efforts to leverage planning and policies to address racial disparities and inequities in housing access.
  • Apply project management skills to successfully deliver products and services.
Housing Policy and Community Engagement Program Manager (PPM III)
  • Apply an equity and social justice mindset to all aspects of the work in partnership with team members, other Division and DCHS staff, and internal and external stakeholders.
  • Establish and staff the King County Renters' Commission, which will advise the King County Council and the Executive on issues and policies of importance to tenants in residential rental properties in unincorporated King County.
  • Support King County Renters' Commission representatives in their efforts to: develop their annual workplan; provide information, advice, and counsel to the legislative and executive branches regarding issues and policies affecting renters; monitor the enforcement and effectiveness of legislation related to renters and renter protections; report on their activities; and engage with other relevant bodies.
  • Review and analyze local, state, and federal housing policy proposals.
  • Lead the division's work reviewing, analyzing, and tracking state bills introduced during the state legislative session.
  • Write reports, memos, legislation, and other policy documents relating to housing policy.
  • Collaborate with teammates to develop reports, presentations, and educational material in an agile and time sensitive way.
  • Lead or support other Planning, Policy, and Special Projects team efforts to leverage planning and policies to address racial disparities and inequities in housing access.
  • Apply project management skills to successfully deliver products and services.
Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO:
  • Have a Bachelor's degree in public policy, political science, urban planning, public administration or related field and at least three years of experience working in affordable housing, housing policy, local or regional housing planning, or land use planning, or any equivalent combination that provides the knowledge, skills, and abilities necessary to perform the job.
  • Demonstrate ability to build consensus and facilitate collaboration among community members, policymakers, or other external stakeholders
  • Have knowledge of housing policy or land use planning practices.
  • Are knowledgeable in the history of racially exclusive and discriminatory land use and housing practices in the United States
  • Have knowledge of federal, state, and local legislative processes
  • Demonstrate high level communication skills, both written and verbal, for different audiences and communication needs, including the ability to communicate effectively and work with a people of various cultural backgrounds and to communicate complex legal and policy topics to a general audience.
  • Are experienced developing or reviewing housing-related policies, plans, or legislation
  • Demonstrate ability to interpret and apply policies to program activities
  • Have ability to research best practices; gathering qualitative and quantitative data; assessing the effectiveness of a policy or planning action; and analyzing, synthesizing, and creating recommendations and reports
  • Demonstrate strong analytical and problem-solving skills
  • Have demonstrated experience applying equity and social justice principles and practices, including an understanding of the effects of a range of inequities on communities disproportionately impacted.
  • Have ability to and interest in leveraging public policy and programs to empower historically underserved communities and an understanding of the effects of place, race, policy, and systems-based inequities on marginalized communities and populations.
  • Are highly organized with a demonstrated ability to succeed in a fast-paced dynamic environment, work on several tasks simultaneously, organize and prioritize work quickly in response to changing needs, and meet deadlines
  • Can work independently and as part of a diverse team
  • Are proficient in Microsoft Word, Excel, and Outlook and the internet.
Desired Qualifications:
  • Knowledge of the history of racially exclusive and discriminatory land use and housing practices in King County, particularly outside of Seattle
  • Experience working with communities disproportionately impacted by housing disparities
  • Familiarity with King County-specific affordable housing issues.
  • Experience either working for a local government/public agency or an organization that works on public policy issues, particularly within the Puget Sound region.
  • Experience developing and/or implementing housing or land use plans, policies, and/or actions.
  • Experience in providing technical assistance to community members, community organizations, jurisdictions, or other external stakeholders
  • Fluency in any language or one of the top ten spoken in King County (Spanish, Vietnamese, Somali, Russian, Mandarin, Cantonese, Korean, Amharic, Arabic, or Ukrainian).
ADDITIONAL POSITION INFORMATION:
  • This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.   • This position meets the provisions of the Fair Labor Standards Act and is overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.
  • The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
