About Transit Facilities Division – Business Management and support Services Section
This area provides division-wide support functions for finance, budget, environmental compliance, safety, training, administrative services and new employee orientation. Planning, inventory/materials management, work center, workforce management, functional asset management, general/maintenance agreements, systems support, capital infrastructure, sustainable resources/energy, estimating, interagency, and Sound Transit oversight.

Job Duties

This position will provide expertise, guidance, coordination, and support the ongoing work of Transit Facilities Division. Project/Program Managers in this area coordinate works with the Capital Division, develop and implement process improvement, follow Capital Division processes and develop high level execution planning for Transit Facilities capital and operational projects, and represent the interests of Transit Facilities in various capital projects. This position may also coordinate with other groups within Transit, local, state, and federal agencies. Project/Program Manager IV job duties:

  • Determine project or program budget, schedule and scope of work
  • Assist in justification of project, program and/or agency budget requests
  • Determine financial and performance indicators and use evaluation findings to redirect the project or program
  • Monitor the financial status of the program or projects
  • Coordinate with diverse stakeholders to understand program or task needs and establish viable program plan for the execution of task
  • Partner with multiple subject matter experts to capture program requirements and identify future program needs and goals
  • Review detailed list of program’s need and meaningfully engage in project packaging strategy discussions with internal and external partners
  • Prioritize program goals/objectives
  • Frame budgetary, statutory and operating conditions for the program
  • Direct and/or supervise the work of multiple professional staff, including quality assurance
  • Supervise Transit Facilities Capital group including Maintenance Planner and scheduler
  • Ensure that program maintains compliance with all relevant laws and regulations
  • Coordinate with Enterprise Asset Management Staff to align business practices and record keeping with Transit Asset Management requirements
  • Manage contracts or grants involving multiple agencies
  • Serve as the technical expert to perform complex research and analysis
  • Work directly with elected officials on issues affecting the program
  • Serve as mentor to other staff
  • Resolve problems presented by clients or customers
  • Handle politically sensitive inquiries about the program or work being done
  • Recommend project delivery approach (including alternative delivery methods), controls and performance measures, and apply those measures as requested, directed or required
  • Develop and implement transition plans for hand-off to operating departments
  • Serve as expert adviser with unique skills and abilities in a particular field
  • Demonstrate great communication and collaboration skills
  • Perform other duties as assigned

Experience, Qualifications, Knowledge, Skills

MINIMUM QUALIFICATIONS:
A bachelor's degree in business management, engineering, construction management, transportation planning, business administration or a closely related field with at least five years of work experience in project or program management, predominantly working with large scale construction or maintenance projects, which included some responsibility for resource coordination, scheduling, budget monitoring or reporting, contract management and risk analysis OR any equivalent combination of education and experience which provides the applicant with the skills, knowledge and abilities required to perform the work.
 
Additional required qualifications include:

  • Demonstrated history of flexibility and adaptability in managing and responding to competing priorities and changing assignments
  • Demonstrated history of taking on additional and unexpected work assignments.
  • Experience with negotiation and conflict resolution
  • Ability to conduct effective meetings
  • Experience in leading multi-disciplined work teams and working with individuals at all levels within an organization
  • Excellent oral and written communications skills, including the ability to synthesize complex information, prepare clear and concise materials and communicate technical information to non-technical audiences
  • Ability to handle multiple competing priorities
  • Experience in the use of large, complex spreadsheets, word processing, presentation, project management, and database software
  • Ability to work collaboratively and build consensus with a diverse group of individuals

Desirable Qualifications:
  • Project Management Institute certification (PMP)
  • Knowledge of construction management principles
  • Experience working with large organizations and matrixed workgroups
  • Experience working with governmental organizations
  • Experience with coordination of staff and contractors engaged in development, design, review, installation, testing and implementation of in-house developed construction projects
  • Detailed knowledge of Asset Management principles
  • Knowledge of multiple project delivery methodologies (design/bid/build, design/build, GC/CM, etc)

Necessary Special Requirements
A valid Washington State driver's license within thirty (30) days after hire, or the ability to travel throughout the county in a timely manner, is required.

Work Schedule 
The Project/Program Manager IV position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Work is primarily day shift, Monday through Friday. Due to the 24 hour/7 day a week operation of public transportation maintenance activity, this position may require off shift (swing and graveyard) meetings or location visits as well as weekend work.

Work Location
The primary location of this position is in the King Street Center (201 S. Jackson St., Seattle, WA) Telecommuting is possible.
 
Teleworking Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees may be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
