This position will provide program management, supervision, and policy development support for a Priority Hiring Program that prioritizes the hiring of underrepresented construction workers on King County public works projects.   Underrepresented workers include residents living in economically distressed ZIP codes based on income, education, and employment data.  The intent of the Program is to create new jobs and career pathways for local apprentices and journey-level trades workers.

The Business Development and Contract Compliance (BDCC) office aims to increase the participation of Small Contractors and Suppliers, Small Business Enterprises and Disadvantaged Business Enterprises, Minority and Women owned Business Enterprises in the county’s contracting opportunities and the workforce of its contractors through its Apprenticeship and Priority Hire programs. Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill, and ability to:
 

  • Supervise a small team by establishing priorities and work schedules; coach, motivate and evaluate job performance; recommend hiring and disciplinary actions; identify training needs and provide training.
  • Manage day-to-day program operations to fulfill the mandate outlined in the King County Priority Hire ordinance and related community workforce agreements.
  • Advise and make recommendations regarding administrative operations and strategic planning to the manager of Business Development and Contract Compliance (BDCC).
  • Establish and maintain working relationships with County staff and contractors, labor representatives, community associations, pre-apprentice programs, apprenticeship programs, and other public agencies, to provide information about the Program and to ensure efforts are collaborative and well-coordinated.  Seek to leverage opportunities with other public agencies to increase the supply and diversity of workers at the pre-apprentice, apprentice, and journey worker levels.
  • Draft and edit internal and external program policies and informational documents to define program processes, procedures, and requirements.  
  • Develop recommendations and administrative plans for resourcing and scaling the Program based on the experience gained from best practices. 
  • Manage a reporting compliance system to track the Program’s performance and results to make programmatic adjustments going forward.
  • Manage performance tracking/reporting and implement a program evaluation plan in coordination with other BDCC team members.
  • Manage several contracts with community-based organizations that will assist in the recruitment of pre-apprentices, apprentices, and journey workers.  Manage the development, procurement, and execution of contracts with community-based organizations responsible for the recruitment of priority workers.
  • Conduct job site and union hiring hall visits and attend meetings to provide technical assistance and ensure individuals are prioritized.  Also raise issues and make recommendations to overcome barriers for priority hiring during the construction process.
  • Assist in developing and executing outreach and education about the Program for contractors and subcontractors, including the critical components and expectations for Program execution as set forth in community workforce agreements (CWAs).
  • Participate as part of a County team to carry out a comprehensive stakeholder education strategy for the Program so there is widespread support and realistic expectations going forward.
 
  Minimum Qualifications:
  • Professional experience in one or more of the following fields: worker recruitment, construction hiring, career counseling, labor relations, construction training (or similar).  
  • Experience leading and/or supervising staff
  • Bachelor’s Degree in Public Administration, Construction Management, Business Administration, Human Services, Political Science, Social Sciences, or a closely related field (or a combination of education and/or training and/or experience which provides an equivalent background)
  • Excellent communication skills, verbal and written; ability to translate and tailor complex technical information for various audiences.
  • Commitment and passion for equity and social justice (ESJ) programs
  • Solid analytical and problem-solving skills.
  • Knowledge of planning processes, analysis techniques, and program evaluation.
  • Ability to exercise sound judgement in decision making and determining the information and decisions that should be shared with upper management
  • Strong communication, interpersonal, writing and customer service skills
  • Ability to work individually and collaboratively as a team member 
  • Ability to think differently, are eager to try new things and challenge yourself to improve processes
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work 
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to uphold our Division’s values
  • Ability to work in a remote work environment
 
 We would love it if you have:
  • Experience working with public agency staff, construction contractors, construction workers, employment service providers, or union representatives
  • Expertise in construction trade labor union structures and hiring practices and/or is a trades apprenticeship graduate
  • Knowledge of Priority Hiring programs, community workforce agreements, or the obstacles/challenges facing workers from economically distressed areas
  • Experience in designing and/or implementing new initiatives and programs
  • Proficiency in electronic tools commonly used for sharing information and for contract compliance (such as web-based labor compliance software)
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams, and other collaborative online tools

Other Position Information:
 This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible.  Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m., Monday through Friday. This position is not represented by a union.
 
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely in compliance with King County’s telecommuting mandateEmployees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  It is possible that the work will be primarily performed remotely on an ongoing basis.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  

Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
