Work that Matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending.

DHCD has an immediate opening for a Program Manager in its Division of Credit Assurance.  This individual will be responsible for supervising portfolio managers in our DCA Multifamily Unit.  This position will supervise technical underwriting analysis of lenders, applications for mortgage insurance on Multifamily rental housing projects and small business loans.  This position monitors approved projects through the initial closing, construction/rehabilitation, final closing and asset management phrases of project development.  This position establishes and evaluates program goals, standards and controls to meet program objectives. 

Candidate must possess strong interpersonal, written and oral communication skills.  The position requires a proven ability to establish and development effective relationship with business, finance and legislative constituencies.  Proficiency with Microsoft Office applications to include Word, Excel, Access, PowerPoint, Google, Google Calendar.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This Portfolio Administrator is responsible for the administration of one of the Division of Credit Assurance’s Multifamily Asset Management Teams. This Team monitors the physical and financial condition of an assigned portfolio of multifamily housing projects, evaluates the performance of private firms managing the projects, and plans and implements strategies needed to improve the performance of marginally performing projects. The principle activities of the team include reviews of financial reporting, physical inspections, management reviews, and risk rating. The Team also manages routine processes like maintaining current records, disbursement of reserves, loan payoffs, etc. The goal of this activity is to ensure the viability of the State’s security and the benefits to low and moderate income Marylanders.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university.    

Experience: Four years of progressively responsible work experience managing a complex multifamily loan portfolio in which one year of work experience must be in a supervisory capacity.    

1. Additional work experience can be substituted on a year-for-year basis for the four years of required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in working in a fast-paced, deadline environment and perform strong oral and communication skills.
  • Background in finance and the ability to analyze financial statements.
  • Two years of experience in the development of asset management of management of affordable multifamily housing.
  • Experience and knowledge with federal and state housing programs.
