Main Purpose of Job

The MD State Treasurer’s Office is seeking a highly organized individual with keen oral and written communication skills, strong analytical skills and sound judgment, and reliable attention to detail to support administrative and procurement functions of the agency. The ideal candidate should be able to work independently and in teams, and under pressure of multiple deadlines in order to meet established goals and deadlines.

This position is responsible for providing administrative support to the agency procurement manager in the coordination and compliance of procurement activities for all procurements that flow through the State Treasurer’s Office (STO). This includes, but is not limited to, statewide banking depository, disbursement, custody, and merchant services contracts, broker service agreements for insurance coverage for auto, liability and bridges and tunnels, to name a few. 

Additionally, this position is responsible for performing most procurements for the Information Technology Division in collaboration with representatives from the Department of Information Technology for computer service contracts, IT equipment purchases and license renewals. This position is also responsible for small procurements (defined as procurements delegated to the agency for commodities and services under $50,000) in categories I, II and III. 

A major part of this position’s duties involves preparing monthly, quarterly and annual procurement reports including but not limited to MBE, SBR, PAAR and Green Purchasing. This responsibility includes educating division directors and vendors of correct forms, the completion of such forms and timely reporting requirements. 

Agency operational administrative duties performed by this position include Corporate Purchasing Card Administration, officewide inventory, telecommunications management, fleet management and other miscellaneous administrative duties.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate. 

Experience: Three years of experience in performing secretarial or clerical work in an office environment. 

SELECTIVE QUALIFICATIONS

One year of the required experience must involve coordinating general office operations, such as an office manager.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience drafting, preparing and reviewing complex or technical reports according to established deadlines, or similar work with contracts or related technical documents.
  • Experience with State of MD systems such as FMIS/ADPICS and eMaryland MarketPlace, and/or hands on experience with any similar electronic procurement processing system
  • Experience researching, interpreting, applying and/or auditing laws, regulations, guidelines, or other technical specifications.
  • Experience or knowledge in financial fields such as banking, investments, merchant services, economics, etc.
  • Experience managing a corporate purchasing card program
  • Proficiency in MS Word, Adobe, and/or Excel

LIMITATIONS ON SELECTION

Candidates must be willing to work onsite in Annapolis, MD.

SELECTION PROCESS

Applicants who meet the minimum and selective qualifications will be admitted to examination for this classification.  Successful candidates will be ranked as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED and placed on the employment (eligible) list for one year.
