The Project Planning and Delivery Section is looking for forward thinking, detailed-oriented Procurement and Project Delivery Specialists to join our team of 200+ professionals that are responsible for delivering the capital program at the King County Wastewater Treatment Division (WTD). These positions will not be directly procuring contracts as King County utilizes a central procurement section (Procurements and Payables) that is responsible for the direct procurement of all County contracts.
 
However, these positions will serve as subject matter experts in the development of project delivery and contracting strategies in addition to supporting project managers by managing the County central procurement process of the various contract types (consultant, technical, construction, and purchase) needed to support the WTD capital program. Additionally, these positions will advise and serve as the WTD subject matter experts in the use of alternative project delivery methods such as, Design-Build (DB) and/or General Contractor/Construction Manager (GCCM).  
 
We are looking for individuals who know contract and project delivery types available to public agencies in the State of Washington as well a someone who can work both independently and collaboratively, is creative, adaptive, has a sense of humor, and enjoys finding solutions to business challenges in a large public capital program.  
 
Duration: This Special Duty Assignment or Term Limited Temporary is approved from 10/04/2021 through 10/03/2024.

About the Wastewater Treatment Division (WTD): WTD protects water quality and public health in the central Puget Sound region by providing high quality treatment to wastewater collected from local sewer agencies. Telecommuting Requirement
The work associated with this position will be performed remotely on a full time basis. Employees will also have access to shared workspaces at King Street Center at 201 S. Jackson Street in downtown Seattle. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104

Work Schedule: This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week. Monday through Friday 8:00 a.m. to 5:00 p.m.

Job Duties

  • Support project managers, project representatives, and internal stakeholders by managing the County central procurement process for the various contract types (consultant, technical, construction, and purchase) needed to support our capital program. 
  • Provide recommendations and serve as subject matter expert in available contracting types and procurement approaches to meet the needs of the organization. 
  • Develop, establish, launch, and maintain standardized work processes used in the delivery of capital projects and specifically in areas of contract procurement from the agency perspective in collaboration with central procurement.
  • Manage the procurement process by collaborating central procurement and with agency staff/consultants to analyze and develop the scope of work, evaluation criteria, contract terms and conditions, technical specifications, and small business requirements for submission with each procurement.
  • Work with Division staff to develop contracts that mitigate risks in order to protect King County from being subject to litigation, criticism or unanticipated costs due to unclear, ambiguous, and non-compliant contract documents
  • Ensure that all essential contract documentation is ready for submission to central procurement. 
  • Ensure that internal project information management database information and accessible information is updated in a timely and accurate manner.
  • Work collaboratively with King County’s Project Control Officer and Procurement Agency while establishing a quality control process for all contract solicitations to ensure compliance with policy, procedure and internal processes and systems. Approve contract documents for management signature, which binds the Division’s assets.
  • Perform basic cost/price analysis functions on consultant labor rates and other direct
  • Support/ facilitate training efforts associated with contracting, policy/procedures or other relevant subject for Division and other agency staff as appropriate. 
  • Provide input on any new or revised relevant legislation, contract solicitation, development or management procedures. 
  • Assist in contract administration and reporting requirements, as needed.

Experience, Qualifications, Knowledge, Skills

  • Progressively responsible experience in public contracting, to include developing contracts and amendments, procuring and negotiating contracts in the public sector, and reviewing contract documents for compliance with relevant procedures, laws and regulations 
  • Knowledge and experience of Contracts Administration as an essential duty and function of one's job
  • Knowledge of procurement practices in the public sector 
  • Ability to communicate contracting requirements to staff and management through preparation of written material which may be used in manuals or on internet pages 
  • Knowledge of contract management administrative systems, i.e., document filing and/or databases
  • Ability to establish and maintain effective working relationships with workgroups.  
  • Demonstrated ability to produce quality products and services while under the pressure of multiple deadlines. 
  • Technical writing and proofreading skills, including ability to draft contract language.
  • Effective communication and interpersonal skills with a focus on collaboration and working as a team with the ability to be an independent thinker who looks for new ways to solve problems, and the ability to meet tight deadlines
  • Ability to work independently to develop new or revise contract language or procurement methods
  • Ability to work individually and collaboratively as a team member 
  • Intermediate-level of proficiency using Microsoft Word, Excel, Outlook, SharePoint or equivalent program.

License/Certification: 
  • Valid Washington State Driver's License within 30 days of hire, or the ability to provide transportation to remote work locations with limited or no public transportation service
Physical Requirements: Ability to safely visit various construction sites and wastewater treatment facilities. 

Work Environment: Work is performed in both a home office environment and in the field at wastewater treatment facilities of various types throughout King County.  These sites may not be served by public transit.
