Summary

Public Health – Seattle & King County’s Community Health Services (CHS) Division is seeking to fill a Data Quality and Interoperability Lead (Project/Program Manager III) position to help build its technical capacity and consistency in managing data across multiple databases and platforms. The goal of the position is to improve the timeliness and accuracy of performance measurement and population health data across our Division with a prioritization on homelessness and housing data.  This position involves a combination of analysis, documentation, quality improvement, and management. It plays a lead role in translating business needs to our partners in the King County Information Technology Department (KCIT).
The Project/Program Manager III focuses on four priorities:

  1. create and maintain standard operating procedures and documentation for SQL code development and quality assurance; 
  2. manage Tableau dashboard development, maintenance, and end user support; 
  3. oversee daily operations for the Health Care for the Homeless Network (HCHN) contractor file management and integration; and
  4. implement patient satisfaction survey processes across the division.
This position will remain open until filled. First consideration will be given to applications received by 11:59pm on February 18, 2022.

This position is being offered as a Term Limited Temporary (TLT) or Special Duty Assignment (SDA). The work performed is anticipated to last 18 months. However, the end date of this position may be adjusted based on funding and program need.

Job Duties

  • Partner with CHS functional analysts and epidemiologists to oversee the creation and maintenance of scalable data architecture to support reporting, visualization, dashboard and tool development.
  • Serve as the technical lead to prepare system documentation and translate business needs to partners in the King County Information Technology Department (KCIT). 
  • Co-create and manage systems to support efficient, reliable, and collaborative production and use of code, including all aspects of development (majority SQL).
  • Manage Tableau dashboard development, maintenance, and end user support. This includes serving as a liaison with King County Information Technology to set-up user accounts and work with clinic staff to determine access and training needs. 
  • Oversee the integrity and quality of the Health Care for the Homeless Network (HCHN) contractor XML file management system representing 18 different sources. This includes creating procedure manuals and ensuring data is ready for reporting and analytic projects.
  • Implement a new patient satisfaction survey process that includes both written and automated tool development via our electronic health record system. 
  • Support data system integration and quality improvement projects across Public Health and the King County Department of Community and Human Services (DCHS).
  • May lead the work of other employees, including assigning and checking work, and training employees.
  • Other duties as assigned.   

Experience, Qualifications, Knowledge, Skills

  • Skill in interpreting and writing complex instructional manuals, guidelines, and procedures 
  • Related work experience, primarily in data management, data analysis, or data administration roles.
  • Demonstrated experience creating and managing complex Tableau dashboards and supporting end users in accessing and utilizing visualizations.
  • Demonstrated experience working with large SQL databases and writing queries using structured query language (SQL).
  • Demonstrated knowledge and experience with data management, analysis, quality assurance, and visualization tools, such as R, Python, SAS, Stata, and Tableau. Capabilities in more than one area are a plus.
  • Demonstrated knowledge of creating, processing, and manipulating XML files.
  • Demonstrated experience developing and automating surveys.
  • Experience managing data integrity and quality assurance review and/or testing pipelines.
  • Experience with version control technology
  • Deep knowledge of equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
  • Experience documenting and sharing knowledge to improve team skills and performance and desire to continuously learn new technologies, skills, methods, and best practices.
  • Strong oral and written communication skills, including the ability to communicate well with diverse groups in multiple settings.
  • Experience successfully managing complex projects, in detail, and meeting deadlines.

DESIRED QUALIFICATIONS:   
  • Knowledge of health and human service business process and use of performance management tools within a service and clinic environment (preferably electronic health record systems)
  • Familiarity with virtual collaboration tools (Microsoft Teams, SharePoint, M365, One Drive, etc.).
  • Experience in utilizing Github or similar platforms
  • Experience with large administrative data sets and/or cloud computing (preferably Azure).

Work location: Some of the work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work schedule: The normal work schedule for this position is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. Alternative work schedules may be considered. Occasional evening and weekend work may be required. At Seattle/King County Public Health we strive to be accessible to those we serve. This position may require flexibility to accommodate different work schedules and work locations.
