The Village of Caseyville, IL is seeking an Assistant Treasurer.

Under the general supervision of the Village Treasurer, the Assistant Treasurer is a confidential employee who is primarily responsible for a wide range of general accounting activities related to the management of the Village's accounting system responsibilities, including maintaining the general ledger chart of accounts receivable reconciliations, and all other fiscally related duties. The Assistant Treasurer's responsibilities will also include assisting in workers compensation, risk management, personnel matters, the review of bi-weekly payroll and accounts payable, reviewing and strengthening the accounting functions and assisting in the annual budget and audit process, and may perform other administrative duties as required under the direction of the Treasurer/Human Resources.

ESSENTIAL JOB DUTIES:

  • Perform accounting functions in accordance with Generally Accepted Accounting Principles and Practices applicable to government; observes policies, rules and regulations for transacting financial matters; helps to maintain internal control systems
  • Performs regular and timely account reconciliations of all general ledger accounts with bank statements
  • Assists Treasurer/Human Resources in the management of all fiscal records in compliance with all applicable laws
  • Assist Treasurer/Human Resources in the management and compliance of workers compensation, risk management and personnel policies and procedures
  • Reviews accounts receivable by working with departments to ensure accurate and proper recording, performs regular and timely monthly reconciliations an reporting for Hotel/Motel, Business District, TIF and SSA agreements
  • Records adjusting journal entries and accruals to the general ledger
  • Assist in the management of the Village's assets by coordinating with the insurance and audit firms and village departments
  • Assists independent auditors during annual audit
  • Supports the Treasurer in the preparation of the annual budget and tax levy
  • Communicates effectively with other departments and outside agencies regarding general accounting matters
  • Completes general projects as directed by the Treasurer/Human Resources
  • Works with Treasurer/Human Resources regarding benefits changes and Village personnel policies
  • Maintains regular and timely attendance on an ongoing basis
  • Other duties as assigned

 

PHYSICAL REQUIREMENTS:

  • Capable of using office machines, including networked computers, copiers, fax machines and calculators
  • Position requires manual dexterity and flexibility to use a keyboard, calculator, and telephone
  • While performing the duties of this job, the employee is regularly required to walk, stand or sit at a desk for prolonged periods
  • The employee must occasionally exert or lift up to 25 pounds
  • Successful performance requires specific vision abilities that include close vision

 

REQUIREMENTS:

EDUCATION:

  • A Bachelor's degree in Accounting form an accredited college or university is required
  • Certified Public Accounting Background is highly desirable

 

EXPERIENCE:

  • Requires a minimum of 5 years of professional experience in governmental accounting, budgeting and financial control
  • Requires experience in payroll, accounts payable, financial statement preparation, workers compensation and risk management
  • Knowledge of LOCIS software is preferred

 

SIGNIFICANT RESPONSIBILITIES:

  • Requires thorough knowledge of government accounting, auditing and budgeting principles and practices especially as applied to municipal accounting
  • Ability to prepare, review and interpret complex financial statements and records
  • Ability to assist the Treasurer in planning and organizing all fiscal activities of the Village, including the preparation of the annual budget and tax levy
  • Ability to develop and implement modern accounting and fiscal management methods, procedures and techniques
  • Ability to establish and maintain effective relationships with general public, co-workers and department heads, Village Officials, other municipal, county, state and federal agencies
  • Ability to review Hotel/Motel, Business District, TIF and SSA agreements for compliance
  • Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately
  • Strong written and verbal communication skills
  • Proficient in all MS Office Suite applications, with emphasis on Word and Excel
  • Knowledge of principles and practices pertaining to GASB
  • High level of organization, problem-solving, and analytical skills
  • Ability to work effectively with minimal supervision
  • Ability to manage priorities and meet time sensitive deadlines
  • Ability to maintain regular and timely attendance on an ongoing basis

 

OTHER JOB REQUIREMENTS:

Position may require time outside of normal working hours as needed

 

WORKING CONDITIONS:

Most work will be performed in a regular office environment
