General Definition of Work

Under the general direction of the Director of Public Works, the Assistant Director of Public Works Management provides advanced professional and administrative support for all divisions of Public Works in providing general engineering services, procuring and administering construction and maintenance contracts, assisting with development and management of operational and capital budgets, and related work as apparent or assigned.   This position is directly responsible for the oversight and management of selected divisions of the Public Works Department as assigned by the Director of Public Works. 


Shift: Monday - Friday 7:30 am - 4:00 pm

Essential Functions

  • Supervises the personnel, budget, projects and tasks, for Public Works divisions as assigned
  • Recruits, selects, and supervises divisional personnel
  • Assigns, directs, and inspects the work of assigned staff
  • Coaches and evaluates the performance of assigned personnel
  • Procures and administers contracts
  • Coordinates contracts for professional services with the purchasing department
  • Supervises contract personnel and services
  • Provides general engineering services for utility, street and site infrastructure including document presentation
  • Coordinates the department plan review process
  • Assists with the development of the annual operating budget
  • Prepares and administers the annual operations and capital budgets for the division; monitors expenditures
  • Receives and responds to inquiries and complaints regarding division services
  • Reviews development projects to ensure compliance with local, State and Federal codes relating to division activities
  • Plans and enforces Environmental Protection Agency Capacity Management Operation and Maintenance regulations (CMOM)
  • Coordinates public works activities with other Town departments
  • Assists committees with planning and implementing public works related projects
  • Attends meetings as necessary
  • Prepares public notices for projects that may disrupt traffic or services
  • Prepares and maintains files and records
  • May serve as Acting Director of Public Works

Knowledge, Skills, and Abilities

  • Thorough knowledge of public works administration, budgeting, and operations
  • Thorough knowledge of the theory, principles, and practices of civil engineering as applied to the development and construction of public works projects
  • General knowledge of modern construction, repair, and maintenance methods
  • General knowledge of construction and maintenance machinery use
  • Ability to plan, lay out and direct the work of subordinates
  • Ability to plan projects and prepare related designs, estimates, and specifications
  • Ability to perform engineering computations and to make  recommendations on engineering problems
  • Ability to supervise and lead division personnel
  • Ability to communicate effectively, both orally and in writing
  • Ability to establish and maintain effective working relationships with Town officials, associates, contractors, and the general public  

Education and Experience

  • Bachelor's degree with coursework in civil engineering, business administration, or related field
  • Licensed Professional Engineer preferred
  • Extensive experience in public works project management and engineering including supervisory experience
  • Optimal candidate will have 5-10 years of encompassing experiences

An equivalent combination of education and experience will be considered.

Special Requirements

  • Possession of Professional Engineer license upon hire
  • Valid driver's license in the Commonwealth of Virginia, with satisfactory driving record

Physical Requirements

  • This work requires the occasional exertion of up to 10 pounds of force
  • Work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires sitting, climbing or balancing and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting
  • Work has standard vision requirements
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities
  • Work has no exposure to environmental conditions
  • Work is generally in a quiet location (e.g. library, private offices)
