Overview

This position is responsible for the direction and oversight of the encroachment engineering, project estimating and scoping functions. This position coordinates with all functional areas prioritizing future project lists in keeping within the company goals on capital spends. This position will be responsible for the overall leadership, supervisory oversight, implementation of strategies, performance of employees, and achievement of the project development goals and strategies. The position analyzes, proposes, oversees the development and implementation of, updates and maintains, educates regarding, and reports on the effectiveness of strategies, processes, procedures, goals, and policies necessary achieve department goals and the Company's Vision, Mission, Strategy, and goals.The position provides supervision to the area; guidance to its employees; reviews changes to specifications, standards and procedures to ensure consistency with industry standards and compliance with government regulations; and maintains awareness of the most current technology, requirements, and equipment advances through research, training, and participation in industry associations. Coordinates Company duties and responsibilities and consulting services associated with project development, encroachment, project scoping and estimating, as directed by the Manager and works with minimal direction.


Responsibilities

Leadership Specific

  • Be personally accountable for performance of employees in reporting area and achievement of area's goals and strategies and teach employees in area to be likewise personally accountable

  • Engage in regular, consistent performance management, including coaching, teaching, appraising, and mentoring
  • Represent management in coordination of activities and communication of technical policies and procedures
  • Review and approve work of Company staff, other companies and consultants
  • Serve as a leader in the development and implementation of technical standards and engineering specifications
  • Oversee enforcement of Company policies regarding pipeline encroachments and applicable governmental and Company requirements, regulations, laws, procedures, and policies
  • Coordinate with management to assure project success
  • Provide leadership in the development, guidance, and oversight of engineering design staff
  • Advise and participate in technical presentations to management
  • Directly supervise design engineers and their work activities
  • Manage organizational performance measures for assigned area to ensure a high standard of excellence
  • Maintain the confidentiality of sensitive information from appropriate parties both inside and outside of the organization

Communication/Collaboration Specific

  • Utilize systems and maintain electronic and paper files and records per applicable Company policies
  • Train and ensure all assigned employees are aware of and comply with departmental, Company and governmental standards and specifications
  • Support multiple projects and initiatives required in support of Company engineering and construction projects
  • Continually improve the organization and project development by championing innovation and improving processes
  • Review analyses of activities, costs, operations, and forecasts data to determine departmental progress toward stated goals and objectives
  • Establish effective two-way communication processes within the organization and establish peer relationships to optimize activities with others throughout the company
  • Coordinate activities with all other functions of the organization and consultants to obtain optimum operations and utilization of human resources and technological tools
  • Other duties as assigned

Qualifications

Minimum:

  • Bachelor's degree in a relevant engineering or technical discipline
  • 8+ years of experience in applying technical principals toward the design, construction, or operations of energy or related facilities
  • Valid driver's license and insurability
  • Moderate to Advanced skill level on Microsoft Office suite
  • Ability to work in a scheduled, structured, deadline-driven environment
  • Travel up to 25% on average, automobile and plane
  • Ability to work in both an open office environment as well as outside in varied weather conditions
  • Ability to understand and apply directions, policies, procedures, guidelines, requirements, and regulations
  • Ability to provide direction to others
  • Ability to work and collaborate with others throughout the organization
  • Strong verbal and written communication skills
  • Strong problem-solving skills
  • Well organized
  • Ability to effectively prioritize in a high stress environment while remaining positive
  • Ability to produce results working under tight deadlines

Preferred:

  • Professional Engineering license or advanced engineering or business degree
  • Demonstrated success in a design or construction environment having a project lead role or equivalent
  • Experience with material components of natural gas pipeline systems
  • Experience with business development, commercial, and expansion related projects
  • Demonstrated success using financial reporting or project execution software
  • Previous success in a mentoring/coaching role
  • Experience facilitating discussions and meetings
  • Experience implementing process improvements or standards
  • Knowledge of design and construction practices relating to gas transmission systems
  • Knowledge of the natural gas transmission industry
  • Experience in applying applicable local, state, and federal regulations and reporting requirements (DOT/PHMSA, OSHA, etc.)
  • Experience in gathering or analyzing field data and preparing drawings
  • Knowledge of supply chain and experience negotiating with vendors and incorporating negotiations into contract terms and conditions
