Summary

SUMMARY:
The Emergency Medical Services (EMS) Division of Public Health-Seattle & King County is seeking a Project/Program Manager (PPM) II to provide planning, analysis, and evaluation for regional countywide programs and strategic initiatives. This position is a professional level program planning position in the Community Programs Section and works under the direct supervision of the Community Programs Supervisor. King County government declared that racism is a public health crisis , and this position is in alignment with the County's policy of being anti-racist and seeking to transform programming and service delivery that has historically harmed, neglected, or excluded Black, Indigenous and People of Color (BIPOC).

THE POSITION: The Project/Program Manager II will coordinate, evaluate, and improve programs and strategic initiatives that focus on innovative multidisciplinary efforts to coordinate EMS with broader healthcare entities, effectively managing emerging workforce and care delivery issues, and collaborating with EMS system stakeholders to identify future opportunities and priorities. This includes current project/programs within the EMS Division such as Mobile Integrated Health (MIH) and the Vulnerable Populations Strategic Initiative (VPSI). The PPM II will approach these activities by accelerating and improving the EMS Division's efforts in becoming a more equitable, racially diverse, inclusive work environment and ensuring services delivered meet communities' needs.

Primary responsibilities of the position include project/program planning, development and monitoring of goals, objectives and work plans, program operations, resource coordination, program analysis and evaluation, working collaboratively with multidisciplinary teams, and assessment of program performance measurements, all within the context of equity and centering historically marginalized communities. This position will be a high-profile liaison for collaboration and networking with fire departments (FD), healthcare facilities, dispatch centers, community-based organizations, and University of Washington research teams. Additional responsibilities include program development and monitoring, budget development and monitoring, and contract negotiation and monitoring.

This position works a 40-hour work week, typically Monday through Friday.

Job Duties

EXAMPLES OF DUTIES:
  • Develop pilot projects and programs related to increasing equity and inclusion within the EMS system. Respond to all program inquiries. Develop program recommendations for changes or improvements.
  • Coordinate with external agencies in the public and private sector to develop strategies for new programs; attend meetings with pre-hospital providers including representatives from fire departments, dispatch centers, healthcare facilities, community-based organizations; schedule and facilitate meetings and all related activities, as needed.
  • Review and analyze pre-hospital and other available data and use these data to determine strategies for project/program development and for evaluation of the effectiveness of pilot projects and programs; participate in research projects, as needed, and conduct literature reviews to support program development.
  • Develop and deliver presentations and status reports on program operations to the EMS Advisory Committee, BLS/ALS/Dispatch Working Group meetings, and community-based organizations, including preparation and use of PowerPoint presentations, charts, graphs, as needed; prepare website content including graphics, videos, etc.
  • Develop and monitor project/program budgets, including regular financial forecasting; prepare annual project/program goals, objectives, and work plans. Negotiate, develop, and monitor program agency contracts. Review all contract expenditures and invoices and provide to Section Supervisor for final approval.
  • Coordinate with Section Supervisors and staff with the Training and Education, Regional QI, King County Medic One, and Administration Sections within the EMS Division to identify future Divisional and EMS system needs.
  • Mentor and direct all program assistants, including student interns, as needed.
  • Other duties as assigned.
Experience, Qualifications, Knowledge, Skills

QUALIFICATIONS:
  • Advanced knowledge of and demonstrated experience with community-based equity and inclusion project management methodologies and tools.
  • Demonstrated ability to conduct multi-disciplinary and multi-program planning activities, including project development from concept to implementation.
  • Ability to form multi-jurisdictional agency partnerships with cities and agencies in a large county.
  • Demonstrated ability to analyze data, review issues, and implement problem solving strategies.
  • Exemplary ability to manage multiple tasks, prioritize effectively, meet deadlines, and deal with time sensitive projects.
  • Knowledge of program evaluation strategies within the context of community-based equity and inclusion.
  • Experience writing effective technical and non-technical reports and correspondence to a wide variety of audiences.
  • Demonstrated ability in budget development and financial forecasting.
  • Commitment to work effectively with others and work as a member of a multi-disciplinary team and work with diverse populations.
  • Demonstrated ability to work independently and handle a number of projects simultaneously.
  • Demonstrated presentation skills, effective oral and written communication, analytical, investigative, and organizational skills.
  • Demonstrated ability to operate a computer and use the Internet. Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • Washington State Driver's license is required, or candidate must have ability to travel to agency locations within King County using Public Transportation.
  • Must be able to sit and work at a computer for extended periods of time.
  • Desired Qualifications:
  • The most desirable candidate will possess the required qualifications and the following:
  • Bachelor's Degree in a health-related field, or equivalent work experience in a health-related field.
  • Possess working knowledge of pre-hospital EMS systems, fire service operations, and strategies to work with multi-disciplinary systems, to include fire departments, healthcare facilities, dispatch centers, community-based organizations, among others.
