The MIDD Community Partnerships Program Manager position works closely with communities and organization to increase engagement and participation, influence decision making and ensure that the diverse voices of King County's historically marginalized populations are integrated into MIDD programming. This position leads the implementation of MIDD's community grant programs, including the Community Driven Behavioral Health Grants and the Emerging Issues initiative, and will launch and lead the Community Owned Behavioral Health Collaborative. The position is responsible for providing technical support to MIDD initiatives to increase alignment with the MIDD's policy goal of increasing culturally responsive and trauma informed services, and for progressing MIDD's equity and social justice priorities.

This position reports to the Behavioral Health and Recovery Division's (BHRD) MIDD Coordinator.

WORK SCHEDULE/CONDITIONS: 

This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. 

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situationsKing County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Provide project management and leadership in the development of MIDD's community partnership, and equity and social justice planning. Develop and implement short and long-term objectives; ensure deliverables and that projects and programming are achieved.
  • Serve as the lead for developing strong relationships with partners to ensure that community behavioral health experiences are integrated into and aligned with MIDD policy goals and program design, including as it relates to direction setting for MIDD 3. 
  • Proactively highlight community-based programming, including best practices, assuring that provider partners, policy makers and MIDD Advisory Committee members are exposed to and considering non-traditional methods of behavioral health approaches as critical to serving the entirety of the King County community.
  • Develop, manage, and monitor procurement processes and contracts related to MIDD community-based programming, with an aim of building behavioral health capacity and addressing emerging needs.
  • Be accountable for planning, development, implementation, and evaluation of community related programming, including providing equity related technical assistance to internal and external partners.   
  • Participate fully to enhance an environment that values open communication, teamwork, commitment to quality programming, fostering a culture of learning and innovation.
  • Participate in strategic thinking, research and evaluation, and program planning to achieve the MIDD Team's strategic goals and objectives.
  • Perform other related duties as assigned. 
     

Experience, Qualifications, Knowledge, Skills

  • At least 3 years of professional experience in program management or contract management, executing community engagement and partnership strategies; and 
  • A Bachelor's degree in public administration, social work, public health, or closely related field; or
  • An equivalent combination of experience and education that provides the required knowledge, skills, and abilities to successfully perform the work. 
  • Work experience or lived experience of equity and social justice principles and practices and understanding of the effects of place, race, and policy and systems-based inequities on marginalized communities and populations. 
 Other Qualifications:
  • Experience with project techniques and principles, analysis, planning and organization.
  • Experience working with community to build partnerships and gain understanding of unique needs. 
  • Demonstrated knowledge of how to engage authentically with community members and grassroots community organizations.
  • Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, prioritizing strategies to promote behavioral health equity.
  • Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on several tasks simultaneously; and, to organize and prioritize quickly in response to changing needs.
  • Ability to develop an understanding of issues related to MIDD and to identify intersecting opportunities and conflicts, for collaboration across County departments and with external partners.
  • Ability to build trust, form and maintain effective partnerships and collaborative working relationships. A demonstrated knowledge of community engagement strategies and challenges.
  • Ability to work independently and skilled in working effectively as a team member to coordinate accomplishment of specific tasks.
  • Excellent oral and written communication skills, including presentation and facilitation.
  • Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
Desired Qualifications:
  • Past governmental or community-based organization experience.
