Summary

The Ending the HIV Epidemic (EHE) Program Contracts Specialist is responsible for developing and/or reviewing EHE contract documents for compliance with federal, state, and local rules and regulations, entering contract documents into the King County contracts system, promoting the timely processing of contracts, working with funded agencies to sign contracts, and once in place, obtaining monthly and/or quarterly report submissions, tracking and processing invoices and relevant supporting documentation, and providing technical assistance to funded agencies.  EHE is a program funded by two large federal grants from CDC and HRSA to reduce HIV incidence in King County by 90% by 2030. 
This full time, term limited temporary position is open to all qualified applicants and is expected to last 2-3 years. The position is not FLSA exempt and therefore eligible for overtime. The work location for this position is hybrid, with some days each week working remotely from home and the rest spent on-site at the King County Chinook Building.

Job Duties

  • Work with the EHE Program Manager to develop contracts for agencies selected to provide services or implement EHE activities, including budget and contract exhibit development, revision during contract negotiation, completion of final revisions, and entry into the contracting system. 
  • Monitor each contract's progress through the approvals process, communicate updates to agencies, and as needed, provide technical assistance to funded agencies to complete the signature process.
  • Review and approve invoices and supporting documentation, track invoices and payments using established fiscal monitoring processes.
  • Participate in programmatic and fiscal site visits to funded agencies.
  • Participate in federal and state site visits.

Experience, Qualifications, Knowledge, Skills

  • At least two years of experience working on federal contracts.
  • Knowledge of requirements for recipients of federal funds, especially Uniform Guidance.
  • Intermediate experience using Excel.

  • Desired Qualifications 
  • Experience working with sub-recipients of federal funds, including community-based organizations.
  • Demonstrated ability to use Microsoft Office, including MS Word for word processing, and Outlook for email, scheduling and daily communication, and SharePoint for coordination. 
  • Ability to aggregate and summarize financial data.
  • Excellent written and verbal communication skills.
  • Ability to work independently and effectively as a member of a team.
  • Bachelor's Degree is desirable; two years of relevant professional experience may be substituted for each year of desirable undergraduate education.

Work Schedule
The individual selected for this position will have a  work schedule typically between the hours 8:00 a.m. to 5:00 p.m. Monday through Friday. This position FLSA Non-Exempt and is eligible for overtime.
 
Work Location: 

The home base for this position is Chinook Building located in Downtown Seattle, Chinook Building, 401 5th Ave., Seattle. This position will be a hybrid in office and also will telecommute.   


Telecommuting
Some of the work associated with this position will be performed through teleworking with reporting to office location and to meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
