The Arc Central Chesapeake Region is partnering with Dragonfly Central to recruit the next Director of Innovation and Improvement. This is an exciting opportunity to support the growth of The Arc's programs and services at the leadership level.

The Arc Central Chesapeake Region's mission is to support people with intellectual and developmental disabilities to live the lives they choose by creating opportunities, promoting respect and equity, and providing access to services. We seek a strategic individual to serve as the Director of Innovation and Improvement as we continue to grow across the region. This position requires a candidate who is strategic and able to build relationships within and outside The Arc.

The Organization

The Arc Central Chesapeake Region (The Arc) was founded in 1961 to provide services and supports to people with intellectual and developmental disabilities (I/DD) in Anne Arundel County, MD. We now proudly create over 1,330 opportunities for people with I/DD across Anne Arundel and Maryland's Eastern Shore and deliver financial management services to nearly 2,000 people with disabilities who choose to self-direct their services in Maryland.

The Position

The Director of Innovation & Improvement is a key leader within the Program Division, has a consultative role with leaders at every level of the organization, and is a member of the Leadership Council. This Director is responsible for the development and facilitation of program compliance and quality systems across all programs and services and will champion improvement efforts aligned with funding requirements and The Arc's strategic priorities. Additionally, the Director will work with the Chief Administrative Officer to implement results-based accountability across all lines of service. This position must meet all the qualifications of a direct support professional.

Roles and Responsibilities

The Director of Innovation and Improvement will develop and facilitate quality improvement systems across the organization aligned to compliance requirements, stakeholder feedback, and personal outcomes of those served. The Director will also:

  • In a consultive manner, partner with leadership at every level, from executives to direct support professionals on quality, safety, and program compliance issues.
  • Provide leadership and direction for the Manager of Admission, Information, & Referral; Ensure that the admissions process is aligned with The Arc's program model and strategic direction.
  • In partnership with the Chief Program Officer and Chief Administrative Officer, establish and implement metrics for monitoring compliance, quality, and impact.
  • With the Chief Administrative Officer, implement Results Based Accountability (RBA) across the organization with a focus on quality, growth, and impact towards mission; Act as an internal RBA expert, partnering with department heads to provide training, develop reports, and use RBA as a management tool.
  • Partner with the Compliance Facilitator to project manage and ensure the creation and maintenance of the incident management system, including monitoring reports, plan of corrections, etc.
  • Provide training and coaching on quality, compliance, safety, HIPAA, and other related topics.
  • Ensure that all programs and services operate consistently and ethically within the mission and values of The Arc.
  • Prepare and submit an annual operational budget to the Chief Program Officer and Chief Financial Officer for review and approval, manage effectively within this budget, and report accurately on progress made and challenges encountered.
  • Ensure compliance with all regulatory, licensing, and accreditation requirements/agencies.
  • Support Corporate Compliance efforts; Act as a backup HIPAA/Privacy and Safety Officer to the Director of Corporate Compliance.
  • Facilitate and/or participate in organizational workgroups, task forces, committees, and other interdisciplinary initiatives.
  • Manage and coach employees that are both directly and indirectly assigned.
  • Represent The Arc with external constituency groups, including community, governmental and private organizations.
  • Support the development and management of program-related policies, procedures, and standard operating procedures.
  • Support the business strategy and scalability of programs and services.

The salary for this position is $95K per year. The Arc offers a competitive total rewards package. The typical work schedule is Monday through Friday during The Arc office hours with occasional night and weekend meeting or events. This position is eligible for periodic telework.

Requirements:

  • 5 years of progressive leadership experience supporting or managing quality or quality-related activities for a human services organization; Past experience working with people with disabilities and Maryland's DDA is strongly preferred
  • BS/BA in psychology, human services preferred; Master's degree in social work or business is a plus.
  • Excellent oral and written communication; strong interpersonal skills with the ability to manage positive communication in difficult situations and the ability to provide candid/constructive feedback.
  • Strong critical and strategic thinking skills; Adept at looking at challenges and executing multi-pronged solutions in collaboration with others in a fast paced, growth oriented, entrepreneurial environment.
  • Demonstrated and proven ability to build relationships affecting organizational change, including in situations where there is an indirect management relationship.
  • Ability to remain flexible, calm under pressure and adaptive to change as priorities shift, being a model and resource for employees/stakeholders.
  • Demonstrated ability to exercise good judgment in sensitive situations.
  • Ability to work collaboratively with diverse personalities and employee populations.
  • Ability to exercise initiative, think creatively in the improvement of processes and drive results
  • Ability to work well under pressure in an ever-changing environment.
  • Proficiency in MS Word, Excel, Outlook, and knowledge of outcome systems required.
