The State of Connecticut Judicial Branch, Legal Services Unit located in Hartford is seeking a qualified individual to provide expert advice and recommendations to the Branch on a wide variety of legal and policy issues. 

 

Salary Range: $85,758 - $156,528/year – plus State of Connecticut benefits.

New employees begin at the minimum.  The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

SUPERVISION RECEIVED: Receives general direction from the Director of Legal Services or other employee of higher grade.

SUPERVISION EXERCISED: May supervise lower-level staff as assigned.

EXAMPLES OF DUTIES: Provides expert advice and recommendations to the Legal Services unit on a wide variety of legal and policy issues affecting the Branch; conducts legal research and drafts legal memoranda and opinions; represents the Branch in court and before administrative agencies; negotiates and drafts contracts, license agreements, and other legal agreements for the Branch; acts as an assistant to the Director of Legal Services; drafts proposed changes to rules of practice; reviews and proposes legislation; acts as a liaison with operating units, agencies, and outside officials regarding Branch policies and procedures; performs special projects as assigned; prepares reports and correspondence; represents the unit on a variety of committees; reviews Branch policies and procedures to ensure compliance with relevant state and federal laws, statutes, and regulations; reviews Branch forms for legal content and efficiency and proposes revisions and the development of new forms; performs legal research and writing for the Rules Committee of the Superior Court and may prepare agenda and minutes of meetings; as secretary to the Wiretap Panel, acts as a liaison between the panel, law enforcement officers, and prosecutors; ensures the accuracy of applications for wiretaps; notifies all intercepted parties; reviews motions from persons under surveillance; responds to requests for tapes and transcripts; may serve as secretary to Investigatory Grand Jury Panel; accepts assignments from the Executive Director; assists in the preparation of the annual wiretap report; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY: Considerable knowledge of law and legal process, legal principles, and practice; considerable knowledge of and ability to apply relevant state and federal laws; considerable knowledge of and demonstrated ability in legal research; considerable interpersonal skills; considerable oral and written communication skills; computer skills; considerable ability to analyze legal issues, present statements of fact, law, and argument.

EXPERIENCE AND TRAINING:
General Experience: Membership in the Connecticut Bar and two years of experience in the practice of law.
