 Work Schedule: The normal work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. This position participates in the section's response during outbreaks and emergencies as approved by supervisor, and participates in after-hours and weekend call coverage for communicable disease reports from healthcare providers, approximately 6-8 weeks per year. This position is FLSA Exempt and ineligible for overtime pay.
Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

We are seeking a Healthcare Associated Infection (HAI) Program Lead (PPM III) for the Communicable Disease Epidemiology and Immunization Section (CD-Imms) of Public Health- Seattle & King County. This position is the Subject Matter Expert (SME) and program lead of the HAI Program- directing and overseeing communicable disease surveillance, case and outbreak investigation, response and prevention activities- ensuring that they are timely and quality. This work also involves developing and maintaining Section investigation and response protocols, creating internal and external communications, and overseeing and leading grant activities. Work is performed in a fast-paced, detail-oriented environment with sensitive deadlines.
 
 The HAI Program Lead reports to the Project Program Manager IV and supervises staff such as Public Health Nurses (PHN) and Disease Research and Intervention Specialists (DRIS). Work is performed closely with the Analytics and Informatics Team to ensure epidemiological data are collected, managed, analyzed and reported to support CD-Imms mission.
 
 Work Location: Chinook Building- 401 5th Ave in Seattle

Job Duties

Supervise communicable disease case and outbreak investigations, investigations of reports of infection control breaches, surveillance activities, and implementation of disease control measures, primarily for healthcare associated infections: 

  • Ensure reports are prompt and appropriately investigated and documented. 
  • Provide training and technical assistance to team members. 
  • Create, maintain and regularly update investigation protocols as assigned. 
  • Consult with leadership when managing complicated, unusual, or high-priority cases, investigations and activities, or when additional resources are needed. 
  • Oversight and Program Lead (SME) for HAI activities.
  • Conduct on site Infection Control Assessment and Response (ICAR) assessments as needed. 
 
 Communicate pertinent information and data to Public Health leadership, colleagues, health care providers, and the public in a timely manner:
  • Inform leadership when media attention is anticipated regarding cases, clusters, and outbreaks. 
  • Collaborate and communicate with internal and external partners, writing, editing, and/or supervising a variety of communications for a wide audience 
  • Collaborate on the design and maintain electronic tools to facilitate and create internal communications on disease investigations, outbreaks, and emergency response activities. 
  • Represent the CD-Imms section at internal and external meetings as requested. 
  • Respond to information and data requests 
  • Contribute to grant applications related to HAIs. Support, participate in, and provide Program lead (SME) oversight of grant related activities
 
 Collaborate with the Analytics and Informatics Team (and other Program Lead SME staff) to ensure that communicable disease surveillance data are collected, analyzed, interpreted, and summarized in a timely manner: 
  • Keep data entry protocols up to date. 
  • Summarize and present communicable disease data and performance indicators to public health staff, the medical community, and general public 
  • Use the results of epidemiological analysis to help formulate public health policy and recommendations, guide program planning, and identify problems needing additional study. 
  • Supervise and coordinate data collection and management tasks as assigned. 
  • Participate in research activities and complete administrative tasks as assigned

 Work with other SMEs to enhance the Section's capacity to respond to public health emergencies:
  • Participate in Incident Command Section (ICS) as Ops Lead or provide back-up for other SMEs during events 
  • Respond to and assess reports of suspicious substances. 
  • Design and maintain paper and electronic tools to facilitate communications during emergency response activities. 
  • Collaborate with first responder agencies and health care facilities to enhance identification and reporting of suspected bioterrorism or other communicable disease emergencies. 
  • Train staff in emergency response procedures. 
  • Participate in the design and implementation of drills to assess surveillance capabilities and epidemiological response. 
  • Participate in after action reviews of outbreak response. 

Experience, Qualifications, Knowledge, Skills

  • General knowledge of communicable disease epidemiology, prevention and control measures 
  • Skill in translating medical information in a clear and concise manner for non-technical audiences 
  • Strong skills in investigations (case and outbreak) and conducting interviews. 
  • Background and experience in clinical work or infection control (Certification in Infection Prevention and Control, or CIC®, is desired but not required). 
  • Excellent communications skills 
  • Strong supervisory and leadership skills and experience including development, implementation, and oversight of multi-dimensional assignments 
  • Skill in establishing and maintaining effective working relationships with others, including working as a part of a multidisciplinary team. 
  • Skill in working with the public and persons of different racial, ethnic, and socioeconomic backgrounds. 
  • Skill in developing and giving presentations. 
  • Knowledge and experience working with spreadsheets and electronic databases, and familiarity with statistical analysis software. 
  • Knowledge and experience working with survey instruments.
