This individual will be an experienced leader that will be under general direction to perform a variety of confidential and highly responsible, complex administrative duties on behalf of the Chief Executive Officer/General Manager and the Board of Directors; serves as a liaison with Counsel, outside agencies, and the general public; manages official Agency records; by performing, but not limited to the following duties: Manages office and CEO communication and drafts correspondence. Types letters, reports memoranda and other documents as required. Maintains official records and files, including resolutions, Board minutes, agreements, and other Agency legal documents; receives summons and complaints and maintains related files. Answers incoming telephone calls for CEO/General Manager in his absence; makes appointments for the CEO/General Manager and schedules meetings. Attends internal and external meetings assisting the CEO/GM. Highlights agenda(s) with questions, information and comments to be used by the CEO/GM in meetings. Oversight of the Board Agenda and minutes. Serves as liaison with Counsel, outside agencies, and the general public. Oversees the processes of documents approved at the Board meetings including resolutions and agreements. Maintain spreadsheet of Board actions. Conduct administrative functions for the Board of Directors, such as creating and maintaining computer files for Director data, composing correspondence, preparing Board of Director correspondence, replying to Board of Directors inquiries, and maintaining records of present and past Board of Directors representatives Makes travel and lodging arrangements for the CEO/General Manager, Agency Department Directors and Board Members. Manages the Executive Staff Assistant's administration of the statement of economic interest process for Agency. Trains, supervises, counsels, and evaluates the performance of the Executive Staff Assistant; schedules and assigns work; monitors and reviews completed work. Disseminates information to the Board Members. Uses various office equipment; inputs documents and policies into word processor; deletes and revises documents as needed; maintains word processing files. Directly supervises one Executive Staff Assistant. Carries out supervisory responsibilities in accordance with the organizations' policies and applicable laws under the direction of the CEO/General Manager. Responsibilities include interviewing, recommending for hire, and training department employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining department employees; addressing complaints and resolving problems. THE REQUIREMENTS: The Candidate selected will possess any combination of education and experience equivalent to Associates' degree (AA) from a two-year college or university; and five to seven years secretarial experience with two of those years including supervisory experience is highly desirable. The prefect Candidate will have the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; write reports, business correspondence, and procedure manuals; effectively present information and respond to questions from groups of managers, clients, customers, and the general public; type at least 60 wpm; communicate effectively both orally and in writing; interpret a variety of instructions furnished in written, oral, diagram, or schedule form; calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume; apply concepts of basic algebra. The ideal individual must be familiar with current business operating systems, software, and programs. While performing the duties of this job, employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and ability to adjust focus. THE SELECTION PROCESS: Candidates will be screened for relevant qualifying experience that consists of an evaluation of education and experience as described on the fully completed application. - Applications will be screened for relevant qualifying experience as well as verification of certified typing words per minute. The most competitively qualified candidates will be invited to participate in the selection process. The selection process may include a combination of written, performance, and oral examinations.
