The Children, Youth and Young Adults Division (CYYAD) is one of five divisions in DCHS. CYYAD believes that King County should be a place where all young people have equitable opportunities to be happy, healthy, safe, and thriving members of their communities. The division operates several re-engagement, education, and employment programs for youth and young adults, and is home to Best Starts for Kids 5 to 24 investments, the Puget Sound Taxpayer Accountability Act's K-12, community, and post-secondary investments, and Restorative Community Pathways.

Best Starts for Kids (BSK) is King County's initiative to improve the health and well-being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities ( www.kingcounty.gov/beststarts ). BSK investments are guided by the BSK Implementation Plan approved by the King County Council in November 2021 and includes the Youth Development Strategy.

CYYAD and the BSK Initiative are seeking candidates for Youth Development Manager who will lead the BSK Youth Development investment strategy. This strategy encompasses programs that provide opportunities for young people to participate in mentoring, activities that promote positive identity development, youth leadership and engagement, and healthy and safe relationships. The position works closely with the BSK Sustain the Gain (5-24) Policy and Program Manager who ensures alignment across all strategies for young people ages 5 to 24 years old.

This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. This position is represented by PROTEC17.

Teleworking Requirement

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required , including the wearing of masks in some situations . Job Duties
  • Provide project management and leadership for the Youth Development strategy as outlined in the Best Starts for Kids implementation plan.
  • Develop the BSK Youth Development strategy's annual work plan and ensure effective workflow across relevant County teams, and in close partnership with community-based organizations.
  • Manage BSK Youth Development Requests for Proposals processes and manage subsequent contracting processes with selected community-based organizations, in partnership with relevant County team members.
  • Work closely with County Performance Measurement and Evaluation (PME) team members and youth development community organizations to ensure that performance, measurement, and evaluation plans amplify the stories of young people being served, reflect the values of their communities, and demonstrate accountability for use of public funds.
  • Oversee the work of the Youth Development Contract Monitor to ensure that monitoring and compliance review is realized successfully, and in ways that build and maintain strong relationships with community organizations.
  • Plan and convene meetings with community partners to generate learning, exchange and ideas that inform implementation of the BSK Youth Development strategy over the life of the levy.
  • Ensure coordination of BSK Youth Development investment strategies and execution with overall implementation, monitoring, and reporting of BSK 2.0 investments.
  • Interact closely with relevant County staff members to support effective policy execution and communications on issues related to BSK, with an emphasis on youth development.
  • Plan, convene, and join internal and/or external work groups, committees and learning circles relevant to the youth development field in King County.
  • Create opportunities for youth to participate in planning and engagement activities for BSK, especially the youth development strategy implementation.
  • Actively participate in CYYAD team meetings and contribute to shared consciousness, systems analysis, and strategic alignment of programming across the division.
  • Create an environment that fosters open communication, teamwork, and a culture of learning and continuous improvement.
  • Perform other related duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • At least 6 years of experience working directly with and for youth and young adults.
  • At least 5 years of experience in a program management position in relation to youth development strategies or other youth-serving strategies.
  • At least 5 years of experience managing contracts, monitoring performance, and working with a broad range of community-based organizations to adapt plans and deliverables based on progress and learning.
  • Demonstrated understanding of youth development strategies related to BSK, and the youth development sector in King County.
  • Demonstrated experience cultivating and managing partnerships with community organizations in ways that center equity, relationships, and effective communication.
  • Solid knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, policy & systems-based inequities on marginalized communities and populations.
  • An ability to identify intersecting issues and opportunities for collaboration across County departments and with external partners.
  • Excellent oral and written communication skills, including presentation and facilitation.
  • Skilled in negotiation, problem solving, and conflict resolution, and the ability to handle multiple competing priorities and sensitive situations.
  • Ability to work with individuals from diverse backgrounds and build consensus among a group of individuals with varying opinions.
