The Behavioral Health Administrative Service Organization (BH-ASO) sits within DCHS, Behavioral Health and Recovery Division (BHRD) and is responsible for providing certain crisis services to anyone in the region who is experiencing a mental health or SUD crisis. The BH-ASO also provides certain mental health services and SUD services to people who are low income, uninsured, and/or not eligible for Apple Health (Medicaid).  

The BH-ASO is hiring a BH-ASO Specialist, Project/Program Manager II to support the BHASO Project Manager, Crisis Triage Administrator, and Chief of Crisis Systems and Services, with implementation, coordination, and oversight of the BHASO work. This position reports to the BHASO Project Manager.

WORK SCHEDULE/CONDITIONS: 

This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end September 2023, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. 

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situationsKing County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Provide leadership, subject matter expertise on the BH-ASO contract and body of work, and project management support to drive project/program work plans to effectively implement contract requirements and identify /implement process improvements.
  • Track and monitor all contract deliverables and reports for accuracy and timely submission. Coordinate with BHRD leadership and staff to ensure timely adherence to all requirements. Communicate contract requirements and deadlines to BHRD staff and manage report review and submission process.
  • Draft reports, implement new processes to collect and report data, for both internal and external stakeholders. Review materials for accuracy, completeness, and compliance with BH-ASO contract requirements
  • In coordination with the BH-ASO Project Manager, lead or participate in annual desktop and on-site audit processes by managing audit timelines, communicating audit requirements to internal staff, reviewing matters for completeness.
  • Collaborate with the Crisis Triage Administrator and BHASO Project Manager and DCHS evaluation team to develop an evaluation plan, data collection and reporting, and other activities to support evaluation and learning on crisis systems and BHASO program dashboards.
  • Track BH-ASO funded services and collaborate with fiscal team to identify and track spending patterns and work resolve identified over or under spent allocations.
  • Facilitate and support meetings, including but not limited to meeting agendas, minutes and manage post meeting communications and action item tracking  
  • Under the direction of BHRD leadership, consult internally on work plan milestones, challenges, budget, and steps needed to deliver on deadlines. Coordinate and work in cooperation with BHRD, HCA and MCOs.
  • Participate in planning, policy analysis and development
  • Manage records retention process and records management responsibilities.
  • Collaborate with internal and external partners to support continuous quality improvement
  • Perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills

  • Bachelor’s degree or four or more equivalent years of experience.
  • Experience analyzing contracts language and ability to provide program-specific rules, regulations and reporting requirements to internal staff and external stakeholders.
  • Experience providing board, committee, or similar, meeting support including but not limited to preparing agendas, taking meeting minutes, providing post meeting report outs, and information sharing and tracking action item follow-up.
  • Demonstrated ability or experience with records retention and management, including entering and tracking data, searching, retrieving, logging, and filing records or electronic files from databases.
  • Experience with, and an understanding of federal, state, and local government funding, as well as program mandates related to substance use disorder and/or mental health treatment.
  • Writing skills sufficient to compose, edit and maintain a variety of documents, reports and correspondence using correct spelling, grammar, and punctuation, with the ability to pay close attention to detail and proofread work carefully.
  • Project management knowledge and experience, including but not limited to tracking work assignments, deadlines, deliverables across programs and monitor progress, prioritizing workload, and adapting as necessary, managing and monitoring project budgets. Experience using Microsoft products or other project management software.
  • Experience using Microsoft office applications (Excel, Publisher, PowerPoint, SharePoint Outlook email, Teams, Power BI).
  • Understanding of social justice principles and commitment to advancing equity and inclusion.
  • Confidentiality: skilled in working with information that is sensitive in nature.   

Desired Qualifications:

  • Experience preparing presentations for external stakeholders or management
  • Knowledge of the behavioral health crisis system.
  • Experience reviewing, interpreting, and applying federal and state statute, including WAC, and RCW.
  • Advanced level knowledge of SharePoint.
  • Experience working with document retention schedules in a government setting.
  • Knowledge of health equity and why it matters.
