Summary

King County Parks is accepting applications for a Land Management Unit Supervisor (Project/Program Manager IV) to manage a growing team within the Property Management & Business Revenue Section. 

We are seeking an effective leader with a property management background to delegate assignments and monitor daily staff workloads. The Land Management Unit Supervisor will join our highly productive, customer-focused team that provides excellent service to all King County residents and park users.

This position will supervise our team of Property Agents by implementing system-wide Special Use Permit policies and standards. This position will review special use permit applications, address encroachment issues, provide mapping services, conduct title searches, review legal descriptions, and provide surplus property recommendations. They will act as the technical expert for highly visible, politically sensitive programs and projects and will handle multi-disciplinary, technically challenging and high priority assignments while implementing best practices for standard operating procedures system-wide while assuring fair, reasonable, and consistent treatment for all in the management of King County's public park lands. Providing excellent customer service to all property owners and other partners is a key function as we work to preserve and enhance our park system for all citizens to enjoy.

Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
 Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

Job Duties

Sample of key deliverables:
 

  • Supervise, plan, organize, assign, review and evaluate the work of professional staff for assigned work area; develop performance measures, evaluate job performance and conduct performance evaluations; recommend hiring and disciplinary actions to appropriate management staff; provide or assure staff training and development; and provide technical and policy guidance to assigned staff.
  • Recommend, develop and implement new policies, procedures and strategies relating to parks property and special use permitting issues.
  • Review construction plans submitted by property owners to utilize county rights-of-way. Work with internal staff and jurisdictional authorities to identify required building and land development permits needed for proposed improvements. Develop special use permit terms and conditions.
  • Coordinate permit compliance monitoring and inspection.
  • Apply equity and social justice principles when developing and enforcing land management guidelines.  
  • Investigate and remedy improper or unauthorized private land uses of Parks' property. Work with code enforcement officials and the Prosecuting Attorney's Office to resolve unpermitted or unauthorized activities on Parks Division property.
  • Recommend program strategies and plans for highly visible and politically sensitive capital projects and land acquisitions.

Experience, Qualifications, Knowledge, Skills

Required Qualifications:
 

  • Advanced knowledge of complex permitting for public sector projects and programs with advanced knowledge of local, state and federal environmental laws, regulations, guidance documents and mandates, including eminent domain law.
  • Experience leading, mentoring and training staff and providing direction and oversight to a work team.
  • Experience in researching, preparing, and presenting property reports.

The Most Competitive Candidates Will Have:
  • Experience addressing property-related issues on open space lands (for example, encroachments, illegal activities, access issues).
  • Knowledge of federal, state, and local right-of-way laws and requirements needed to purchase and manage land acquisitions.
  • Knowledge of the State Department of Transportation's right-of-way manual.
  • Ability to navigate in a political and litigious environment and handle multiple competing priorities.
