General Statement of Duties

The City of Eugene Public Works Department is hiring a Landscape Architect to help implement Capital Projects per the vision for Parks and Open Space in Eugene. The vision for Parks and Recreation in Eugene is a system of beautiful, inspiring places that foster personal, community and environmental health while upholding four core principles:

This is the foundation of Picture. Plan. Play.  A Vision and Implementation plan for Eugene's Parks and Recreation System, which can be found at www.eugparksandrec.org.  In 2018, Eugene voters passed two ballot measures to implement this plan, providing additional funding to maintain and renovate existing parks and recreation assets and to expand the system into underserved areas of the city.
 
This position will reside in the Engineering Division of Public Works.  The focus of the work is on final design, construction documents and specifications, project bidding, and construction administration and inspection.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Prepares maps, plans, specifications and bid documents for the construction of parks, wetlands, open spaces, or related facilities; administers contract bidding and purchasing according to State and City laws, codes, and regulations. 
  • As licensed Landscape Architect, reviews, stamps, and signs plans, specifications, and other documents as required by State law. 
  • Supervises the construction of landscape architectural projects including parks, wetlands, stormwater quality projects, and related facilities; inspects contract construction while in process; supervises the layout and construction of turf, irrigation systems, trails, playgrounds, wetlands, stormwater quality projects, and other related facilities. 
  • Prepares and submits applications for local, state, and federal land use permits on park and open space related improvements. 
  • Prepares request for proposals for professional services or improvements on park properties. 
  • Participates in the development of policies, procedures, and practices related to landscape architecture. 
  • Coordinates with staff from other work teams including Park Operations, Natural Area Planning, and Park Security in park design and construction work.
  • Provides professional consultation and services to other agencies, City departments and school districts. 
  • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. 
  • Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided.
  • Facilitates staff development on such issues as diversity and creating a respectful working environment. 
  • Attends and serves on a variety of City committees and task teams. 
  • Performs related duties as assigned.  

Qualifications

Knowledge: 
Principles and practices of landscape architecture.

Principles and practices of park, recreation, and open space planning.

Public involvement practices, including stakeholder research, interviews, charrette and workshop design and facilitation, and survey design and administration.

Principles and practices of landscape design, irrigation system design, stormwater management and erosion control, and surveying.

Principles and practices of natural resource management including native vegetation, wetlands and water quality.

Principles of supervision.

Practices and methods in park and open space maintenance.

Pertinent Federal, State, and local laws, codes, and regulations.

Principles and procedures of public contract bidding and purchasing.

Abilities: 
Prepare complex maps concept plans, and construction drawings using AutoCAD.

Use various computer applications and equipment.

Understand and apply graphic forms including drafting, sketching and color rendering.

Prepare reports, conduct research efforts, respond to public information requests, and prepare and conduct advanced-level presentations.

Understand and apply project management strategies, such as scheduling, budgeting, and staffing.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work, including citizens, staff in outside agencies, other City staff, and elected officials.
 
Minimum Qualifications
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job. Studies have shown that women and people of color are less likely to apply for jobs unless they believe they are able to perform every task in the job description. A typical way to obtain the knowledge and abilities would be:

  • Equivalent to a bachelor’s degree from an accredited college or university in landscape architecture or a closely related field. 
  • Four years responsible experience in landscape design under the supervision of a licensed landscape architect. 
Licenses and Certification 
  • Qualified candidates must be licensed as Landscape Architects by the State of Oregon or be able to achieve reciprocity from another state within 12 months of hire.

Selection Process
Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Salary and Benefits
The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
