Join our Team! King County's Finance and Business Operations Division (FBOD), Treasury section, is seeking a Functional Analyst 3.

We are looking for a systems savvy individual with exceptional organizational and communication skills to join our Treasury Operations team.

This position serves as the functional analyst (FA) for the Oracle Cash Management module which supports the central bank account reconciliation process. The FA serves as the primary liaison between Treasury Operations and the Business Resource Center (BRC) which maintains and operates Oracle financials. The FA also provides primary backup for the technical support of the property tax system which produces the billing and collection of property taxes for approximately 750,000 tax accounts.

The Treasury Operations Section administers the main revenue streams of local government collecting nearly $6.3 billion in property taxes and other fees, distributing those collections to more than 150 taxing entities. The section also manages a $10 billion investment portfolio for over 100 special purpose districts, including water, sewer, fire, and school districts and administers more than $9 billion in outstanding debt obligations for those same districts.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
  • Reporting: Design and develop customized reports and queries including trend and system utilization reports. Distribute monthly warrant reports.
  • System Processing and Troubleshooting: Investigate, troubleshoot, and document complex functional system problems. Schedule and manage daily Cash Management jobs.
  • System Administration: Gather, define, map, analyze, and translate needs into functional specifications for the development of new or redesign of enhancements or upgrades. Work closely with developers, users, and sponsors to design system interfaces and develop system integration test plans.
  • Business Process Analysis: Define, analyze, and create standard business processes; translate impacts on business processes when proposing technical changes.
  • Training: Create user-friendly training documents and demonstrations on system functionality including routine maintenance of modules, tables, queries, and reports.
  • Backup: Provide support and backup to the property tax System Functional Analyst.
Minimum Qualifications:
  • Experience as a business systems analyst for an automated financial system involving automated systems testing, transaction processing and troubleshooting applications. Working knowledge of organizational business practices, workflow analysis, business systems design, and process re-engineering.
  • Strong skills in analytical thinking, problem solving, and troubleshooting.
  • Experience providing excellent customer service and establishing and maintaining effective working relationships with multiple stakeholders and customers.
  • Advanced skills in documenting business processes and developing technical and operational written procedures.
  • Ability to work effectively in a team setting to build trusting relationships, resolve conflicts, make commitments, and produce results.
  • Strong communication, interpersonal, writing and customer service skills
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to work with people from diverse backgrounds.
We would love it if you have:
  • Experience using Oracle EBS Cash Management or Accounts Receivable modules and working with mainframe systems, or those operating in a .Net environment.
  • Experience in using new internet and document imaging technologies to improve business processes and workflows.
  • Knowledge of report and query writing languages, table relationships, and views.
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools
The Finance and Business Operations Division's mission is to provide exceptional customer value for accounting, procurement, treasury, and small business services. We are actively seeking employees whose behavior is in alignment with our division's core values.
Other Position Information:
This position is Exempt from the provisions of the Fair Labor Standards Act and is therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 6:30 a.m. - 3:30 p.m. Monday through Friday. This position is not represented.

The work associated with this position will primarily be remote. There will be instances where the employee will need to attend quarterly meetings in office.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
