The King County Flood Control District is looking for a highly skilled and motivated individual, to conduct engineering review, technical oversight and quality control for the implementation of the King County Flood Control capital improvement projects and operating work programs. The Chief Engineer analyzes and reviews technical engineering, project and program work from service providers who implement river and floodplain management projects and programs on behalf of the King County Flood Control District. 

The successful candidate is a leader with a proven track record of using environmentally sensitive techniques used in river and floodplain management projects in the Pacific Northwest. This is an exciting opportunity to join the King County Flood Control District staff and play a role in improving levee protection, flood water conveyance and capacity and foster effective partnerships with communities within King County.  

This position requires a self-starter with a keen political acumen and experience working with service providers, local jurisdictions, tribes, and other parties to identify and prioritize projects and programs for implementation and ensure the Flood Control District understands the broad spectrum of issues facing the County, as well as the people they serve. The Chief Engineer is a salaried, at-will, overtime exempt classification that reports directly to the Executive Director but is responsive to all members of the Board of Supervisors.

MEET THE KING COUNTY FLOOD CONTROL DISTRICT
The District is a countywide independent special purpose district authorized under Washington State statute (Revised Code of Washington [RCW] Title 86). Established in April 2007, by ordinance 15728 of the Metropolitan King County Council, the District was created to protect public health and safety, regional economic centers, public and private properties, and transportation corridors.
 
The members of the King County Council serve as the governing body for the District. In addition to the Board of Supervisors, the District's governance structure is comprised of an advisory committee, King County staff, and basin technical committees.
 
The Water and Land Resources Division of the King County Department of Natural Resources and Parks carries out a majority of the approved flood protection projects and programs for the District under an interlocal agreement. In order to be considered for this opportunity, an applicant must be able to do the following:

• Provide technical expertise to assist the board of Supervisors in policy making decisions including capital project implementation and sequencing.
• Carry out complex professional engineering and environmental assignments in river and floodplain management.
• Identify and prioritize projects and programs for implementation within King County.
• Provide technical and quality engineering review of capital improvement projects to apply accepted design and engineering standards.
• Review approval of design and construction contract documents.
• Acts as a resource for all government officials, staff and citizens on flooding services and information.

OUR IDEAL CANDIDATE:
Our successful candidate is a registered professional engineer (P.E.) in the State of Washington or if licensed in another state, is eligible for professional engineering licensure by comity, skilled at preparing analytical and design reports and making presentations to a wide variety of audiences, as well as excellent written and verbal communication skills, initiative, and judgment.
 
Competitive candidates will be a registered professional engineer with a minimum of seven (7) years of increasing responsibility in the application of river channel hydraulics and modeling, slope stability analysis, bank stabilization and levee design, project and construction management, permitting, and cultural resources requirements; or any combination of education and/or experience that clearly demonstrates the ability to perform the scope of the job duties as described in the job description may also be considered. We know that historically marginalized people often do not have the opportunity for advanced education so we value "lived experience" when the candidate can demonstrate the following abilities:

• Prepare and present engineering plans and specifications, detailed project quantities, and cost estimates;
• Expertise using drafting and mapping software, such as AutoCAD and ArcGIS, for development of engineering drawings.
• Conduct field reconnaissance, and river facility inspections and assessments.
• Develop and maintain positive and influential relationships with cities, residents, stakeholders, and local, state and federal agencies within King County.
• Flexible and agile thinker in sometimes chaotic political situations. Have a strong understanding geomorphic processes and sediment transport.
• Understand environmentally sensitive techniques used such as bioengineering approaches for bank stabilization, incorporating riparian vegetation, and use of large wood in bank repairs and engineered logjams.
• Knowledge and experience in scour and bank slope stability analyses as related to river facilities, e.g., levees and revetments; intergovernmental and tribal relations, legislative processes and policy issues and local, state, and federal permitting requirements.
• Ability to communicate effectively in writing and verbally with diverse, non-technical audiences on complex technical information.
• Experience applying floodplain management policies and associated county, state, and federal floodplain management regulations; interpreting flood and channel migration hazard mapping, including Flood Insurance Rate Maps and Studies.

COMPENSATION & HOW TO APPLY:
