This position provides clinical and operational supervisory oversight of the Hospital and Mental Health Residential (HMHR) section within the Behavioral Health and Recovery Division (BHRD).  The Hospital Placement and Diversion Supervisor will assure the appropriate use of, and comprehensive timely discharge planning services from, King County Behavioral Health Administrative Services Organization's (KCBH-ASO) and delegated Manage Care Organization (MCO) allocated beds at Western State Hospital (WSH) and local psychiatric hospitals. This position works with internal and external partners and cross departmentally to conduct and implement utilization management efforts to ensure movement and turnover within the KCBH-ASO's mental health residential resources. This position supervises the Hospital Section Placement and Diversion liaison staff.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.

Job Duties

  • From Western State hospital, plans, implements, coordinates and supervises the activities of the hospital liaisons staff, under the supervision of the Hospital and Mental Health Residential Coordinator.
  • Ensures compliance with WSH/BH-ASO Working Agreement expectations and outcomes.
  • In conjunction with the Hospital and Mental Health Residential Coordinator, will monitor and manage the census of King County clients at WSH through tracking of admissions and discharges for both civil and forensic clients.
  • Develops, maintains and shares knowledge of a variety of behavioral health, social services, and housing resources within King County and creatively develops community discharge plans utilizing that knowledge.
  • Maintains effective communication between liaison and peer bridger staff, WSH hospital, local hospitals and other affiliates of clients and the larger community.
  • Work with and be inclusive of people who have been consumers in the mental health, substance use and/or criminal justice system.
  • Develops and maintains excellent working relationships and collaborations with providers and colleagues working for allied systems, excellent and current knowledge of the system of resources available to those with behavioral health disorders, and excellent abilities to communicate clearly with a variety of individuals.
  • Troubleshoots and resolves issues that may arise between system partners, internally and externally.
  • Attends and participates in assigned meetings, treatment conferences, and committees relevant to performance of job functions.
  • Supervises and monitors all documentation activities of the liaison staff to ensure billing and documentation, meet and follow King County BH-ASO policies and procedures.  Maintains King County BH-ASO and WSH client records in accordance with County, State and Federal guidelines.
  • Maintains adherence to King County BH-ASO's Policies and Procedures, the WSH/MCO/BH-ASO Working Agreement, and WSH procedures.
  • Participates in BHRD management related activities as possible.
  • Participates in the integration of behavioral health and physical health efforts.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  1. Master's Degree in Social Work, Psychology, Behavioral Services or related field.
  2. Mental Health Professional (MHP) required.
  3. Demonstrated leadership skills.
  4. Experience working with publicly funded behavioral health service systems.
  5. Knowledge of issues related to State and local psychiatric and inpatient systems.
  6. Knowledge of and experience with psychiatric hospital discharge planning services.
  7. Knowledge of and experience with mental health residential treatment facilities, scope of services provided within the facilities, and licensure requirements.
  8. Understanding of issues related to, and recent experience working with, high-risk, high-need populations and frequent users of deep end services.
  9. Ability to work with a variety of individuals representing allied systems, such as hospital personnel, behavioral health providers, courts and judicial staff, and System of Care such as Developmental Disabilities Administration, Aging and Disability Services, Department of Corrections, and other entities.
  10. Knowledge of utilization management strategies and quality management practices.
  11. Excellent verbal and written communication skills.
  12. Experience gathering and utilizing data and generating reports for system improvements and for presentation to management staff and others.
  13. Demonstrated ability to simultaneously manage multiple tasks/projects in detail, and meet deadlines.
  14. Computer skills; knowledge of MS Outlook, Word, PowerPoint and Excel.
  15. Valid Washington State Driver's License and the ability to travel around King and Pierce County in a timely manner.
  16. Must be able to pass a criminal background check on a pre hire/post offer basis.
Preferred:  Minimum 3 years recent supervisory experience.
