The Office of the Clerk is recruiting for a well-organized, detail-oriented and customer service centered IT professional with significant hands-on experience in network administration. The incumbent will oversee the court’s information technology networks. This is a full-time position who reports to the Director of IT. The position is a Court Personnel System classification level 26 or 27, based on qualifications. This position is open to all qualified individuals; transfers are welcomed up to a CL27. This position will be located in the Salt Lake City, Utah office with occasional travel to St. George, Utah.
POSITION OVERVIEW:
The Network Administrator coordinates and oversees the court’s information technology networks. The successful candidate will support the backend of the court unit’s IT systems, coordinate the timely repair of hardware and implement plans and projects. The Network Administrator will deploy, configure, maintain, troubleshoot and monitor all active network equipment in order to ensure smooth and secure network operations. The Network Administrator provides day-to-day operational support for Microsoft, Cisco, and VMware based information technology infrastructure, including Windows servers and Active Directory.
REPRESENTATIVE DUTIES:
• Install, configure, and monitor Windows servers (physical and virtual), virtual desktops, and Cisco networking equipment.
• Manage and support Active Directory, DFS replication, Group Policy, DNS, DHCP services, and Domain Controllers.
• Design, implement, and support data communications systems consisting of wide and local area networks, physical network servers, storage area network (SAN) hardware and software, IP networking equipment (core and access data switches, wireless access controllers and access points, transceivers, etc.), transmission media, network protocols, and network operating systems.
• Document computer systems, network equipment, and administrative procedures. • Install, modify, enhance, test, and implement standard configurations for deployment of workstations, virtual desktops, servers, and other network components and client software. • Perform network security and user access maintenance including user setup and deletions, enterprise directory maintenance, network rights and permissions, group policy development and administration, installation and maintenance of endpoint protection software, patch
management, physical security, support of intrusion detection mechanisms, network security monitoring and remediation, web filtering, and VPN support.
• Develop automated alerts and reports to monitor network infrastructure, hardware, and computer systems using tools such as Splunk andPowerShell.
• Responsible for data backup and recovery procedures and practices.
• Perform other regular preventive maintenance actions including Business. Continuation/Disaster Recovery infrastructure planning, building, and testing. • Troubleshoot systems/network issues, identify/analyze root causes, and implement corrective actions.
• Provide end user support, helpdesk related duties, and on-callsupport.
• Interact with internal clients and vendors as part of engineering and administration activities. • Provide troubleshooting support for Microsoft Windows OS, Apple products, cloud services, network connectivity related issues, and networkprinters.
• Recommend future procurement, including upgrades, enhancements, server hardware, network equipment, and software utilities.
• Perform other duties and assist with special projects as assigned.
QUALIFICATIONS & REQUIREMENTS
• To qualify at the CL-26, applicants must have two years of specialized experience equivalent to work at CL-25, or completion of the requirements for a bachelor’s degree from an accredited college or university.
• To qualify at the CL-27, the applicant must have a minimum of three years of specialized experience, including at least one-year equivalent to work at CL-26, or completion of a bachelor’s degree from an accredited college.
SPECIALIZED EXPERIENCE
The incumbent must have specialized experience level listed above as progressively responsible Specialized experience is progressively responsible experience. The candidate should possess knowledge of the theories, principles, practices and usage of computer hardware and software, including knowledge of the following: office database design and data communications; capabilities, limitations, and functional applications of information technology; server operating systems, and workstation products; Local Area Networks (LANs) and Wide Area Networks (WANs), including systems security standards.
REQUIRED QUALIFICATIONS AND SKILLS
• 2+ years specialized experience in a network administration role.
• Previous experience with Microsoft Windows Server and ActiveDirectory. • Fundamental knowledge of networking concepts.
• Previous experience with Cisco switches isrequired.
• Proven network engineering, network operations, and network performance analysis skills. • Hands-on technical troubleshooting capabilities.
• Ability to work independently under minimalsupervision.
• Knowledge of computing infrastructures.
• Familiarity with server management and monitoring tools.
• Exceptional critical thinking and problem-solving ability.
• Proficiency with scripting languages.
• Strong interpersonal skills to assist non-technical individuals with complex technical issues.
Incumbent must have excellent interpersonal skills and the ability to communicate effectively both verbally and in writing. In addition, candidates should possess a commitment to learning and innovation, be flexible and able to adapt to constantly changing conditions, be self-motivated, detail-oriented and organized, present a professional demeanor, and possess the ability to communicate clearly and concisely.
COURT PREFERRED QUALIFICATIONS
• Bachelor’s degree or higher in Computer Science or related field from an accredited college or university.
• Knowledge of and experience with court operations.
• Cisco Certification Network Associate (CCNA), Microsoft Certified Network Administrator (MCNA), Certified Critical Infrastructure Security Professional (CCISP), Cisco Certified Network Professional (CCNP), CompTIA Network+.
• Experience with products used by the court such as, VMWare, management consoles (vCenter, View, vRA, VROPs), UEM Management, Cisco switches, Windows Servers, Windows 10, Trend Micro/Apex One, KACE, Exagrid, Splunk, PowerShell, and ForcePoint.
SALARY AND BENEFITS:
The salary range is $47,071 – $84,059 annually depending on length and relevance of experience. This position has promotional potential up to a CL 27 without further competition. The position falls within the Judicial Branch of the U.S. Government and the benefits include: health, dental, vision, life, long-term care, paid vacation and sick leave, tax deferred savings plan and FERS-FRAE retirement system. This position is subject to mandatory direct deposit participation.
CONDITIONS OF EMPLOYMENT:
Applicants must be United States citizens or lawful permanent residents actively seeking citizenship. As a condition of employment, the selected candidate must successfully complete a ten year background investigation with periodic updates every five years thereafter. Employment will be considered provisional pending the successful completion of the background investigation and a favorable suitability determination. The Network Administrator is an excepted service position, serves at the pleasure of the court, and is an 'at will' employee who can be terminated with or without cause. All judiciary employees are required to adhere to the Judicial Code of Conduct.
