Summary

King County Parks and Recreation is seeking a forward-thinking, detailed oriented Contract Specialist III who will supervise the Procurement and Contracts Grants Administration and Purchasing Unit. We are seeking a meticulous and collaborative leader who is creative, has a sense of humor, and enjoys finding solutions to procurement and business challenges. This position is responsible for leading, overseeing and evaluating the work of others in the unit and ensuring consistency and compliance with established policies and procedures. This position requires expert judgement based on a firm foundation of contract experience and training and will manage a range of grant contract administration related to grant awards and contract execution and purchasing processes that supports the division's goods and services procurement needs.

This role will be involved in contracting across the division. It will research, prepare, and issue solicitation and contract documents, and be responsible for technical advisement in contracting, including developing, procuring, and negotiating contracts with internal and external stakeholders.

Job Duties

Applying equity and social justice principles in all aspects of work is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work including, but not limited to:
  • Supervise and lead a team of Contract Specialists to support the Parks Division's grant programs and collaborate with division staff and stakeholders to develop contracts that mitigate risks and ensure proper contractual guidelines are followed.
  • Provide technical expertise to define procurement requirements including appropriately aligned solicitation strategies; developing scopes of work and contract documents; analysis of bid documents for conformance with solicitation requirements; value and term of contracts; reference documents; and leadership for agency input.
  • Perform contract administration to track budget usage, deliverable collection, change orders, amendment management, equity and social justice initiatives, required documentation, and reporting and closeout for goods and services contracts and grant awards.
  • Develop, review, and edit boilerplate documents such as solicitations, contracts, letters, forms, and manuals for inaccuracies and inconsistencies and research cited references to RCW, WAC, and/or CFR to reflect County and Division changes in procurement and contracting approaches.
  • Participate in contract audits including monitoring contracting agencies' performance that may include performing site visits to ensure compliance with grant/contract requirements.
  • Provide and support training efforts associated with contracting, policy/procedures, or other relevant subjects for the Division and other agency staff and stakeholders as appropriate.
Experience, Qualifications, Knowledge, Skills

Required Qualifications:
  • Progressively responsible experience in contracting, including developing contracts and amendments, procuring and negotiating contracts in the public sector, and reviewing contract documents for compliance with relevant procedures, laws, and regulations.
  • Knowledge and experience with contract administration and closeout, purchasing, and bidding practices.
  • Excellent communication, interpersonal, and customer service skills, including the ability to work with all levels of management and staff across organizational lines and outside agencies.
  • Demonstrated ability to lead a team effectively, including training and mentoring others.
  • Intermediate level of technology proficiency using MS Office applications, SharePoint, and other collaborative online tools.
  • Ability to identify and prioritize time sensitive matters and respond with a sense of urgency as needed, while adapting to changes in workload demands.

Supplemental Information

Working Conditions:
  • Work Location: This position is primarily teleworking and the King Street Center, 201 S. Jackson St., Seattle WA 98104.
  • Work Hours: This full-time position works a 40-hour work week.
  • FLSA Status: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is not represented by a union.
Telecommuting Requirement:
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations .
