The School to Work Project/Program Manager (PPM) II is part of the Adult Services team within the King County Department of Community and Human Services, Developmental Disabilities and Early Childhood Supports Division (DDECSD). Our division is responsible for planning, coordinating, implementing, and maintaining services to meet the needs of children birth to five years old, individuals who have intellectual and developmental disabilities, and families in King County.

 

Individuals interested in joining our team must be committed to promoting racial, social and economic equity for all people in King County by participating in equity and social justice (ESJ) trainings, applying knowledge of ESJ principles to their work, and continually reviewing “intent versus impact” of ESJ efforts and revising as necessary.

 

This position will join a multi-disciplinary work team that is responsible for planning, coordinating, implementing, and maintaining services to meet the needs of current and future King County residents who have intellectual and developmental disabilities. The position is responsible for supporting the management of the Division’s School to Work Program through a network of service providers. 

 

This position reports to the Adult Services Team Lead within the Developmental Disabilities Division.

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. Flexibility may be required for occasional evening or weekend hours or travel. This position will require a mix of telework and eventual onsite work in downtown Seattle with meetings throughout the County. This position is represented by PROTEC17.

 

Teleworking Requirement 

The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situationsKing County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Prepare, administer and manage contracts with community-based service organizations to ensure compliance with federal, state and local requirements. This includes supporting the development of agency contracts, tracking and revising program budgets, authorizing agency provider expenditures, and determining the need for contract amendments 
  • Provide daily support, technical assistance and problem solving to system partners to ensure students with intellectual and developmental disabilities (I/DD) receive appropriate and quality employment services 
  • Participate in monitoring of services for compliance with contract and applicable local, state and federal policies and rules 
  • Provide technical assistance to providers regarding contract compliance and identify training and technical assistance needs within provider community 
  • Manage the monthly program review of billing for School to Work services  
  • Develop reporting documents to support communication with system and funding partners 
  • Plan, build agendas and effectively facilitate meetings with providers, other governmental professionals, advocacy groups and the general public 
  • Develop and maintain collaborative relationships with contractors and other system partners 
  • Support outreach efforts to ensure accessibility of services for all students with I/DD 
  • Assist with analyzing County, State, and Federal legislation and public policies to determine impact on the programs and individuals served by the programs and write reports or issue papers summarizing the analysis 
  • Gather and analyze data for program and system improvement 
  • Assist in design and preparation of evaluation reports for a range of audiences including policy makers, citizen advisory boards, system administrators, service providers, clients, advocates and/or community representatives 
  • Respond to politically sensitive inquiries from individuals, families, agency providers, government partners, advocates and other community members 
  • Represent the Division in multi-agency and inter-jurisdictional meetings and community meetings 
  • Perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills

  • Minimum of three years of experience in project planning and management related to human services 
  • Knowledge of and commitment to employment first values for individuals with intellectual and developmental disabilities 
  • Experience in the field of Supported Employment and services to transition aged youth 
  • Professional knowledge of service delivery systems, resources and information for individuals with intellectual and developmental disabilities and their families/support systems 
  • Knowledge of and commitment to equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations 
  • Strong professional level writing and communication skills 
  • Professional experience working collaboratively with diverse stakeholders including self-advocates, families, system partners, culturally specific and community-based groups, volunteer boards, service providers, and co-workers 
  • Ability to function sensitively in a political environment, including effectively responding to consumer inquiries, concerns and/or complaints 
  • Ability to work with creativity and flexibility, both independently and as a team member; to work under deadlines and on a number of tasks simultaneously; and to organize and prioritize quickly in response to changing needs 
  • Strong analytic and decision-making abilities 
  • Ability to exercise good judgment in interactions with funders, jurisdictions, providers and partners; especially the ability to maintain professional, cooperative and courteous relationships even in difficult situations 
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook and the Internet 
  • Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner.
