Summary

The HIV/STD Section is responsible for surveillance and investigation of HIV, sexually transmitted infections (STIs; primarily chlamydia, gonorrhea, and syphilis), and hepatitis C (HCV) and for developing and implementing strategies to address health disparities in communities disproportionately impacted by infectious disease. Within the HIV/STD Section, the Syringe Services Program and the HCV Program are responsible for implementing public health interventions to reduce the negative consequences of drug use and support healthy individuals and communities. This includes prevention, screening and treatment for viral infections like HIV and HCV, syringe service programs, overdose prevention and education, and other interventions that address health disparities for people who use drugs (PWUD). These activities support strategies outlined in the CDC’s Division of Viral Hepatitis 2025 Strategic Plan, CDC’s Ending the HIV Epidemic in the U.S. (EHE), Hep C Free Washington’s Plan to Eliminate Hepatitis C in Washington State by 2030 and other drug user health initiatives.

The HCV Epidemiologist II will be responsible for supporting the surveillance and programmatic needs of the HCV Program, including managing complex data systems and analyses that support HCV surveillance. This includes developing data reporting and management systems, merging data across multiple data sources and systems, coordinating data collection and analysis, monitoring and ensuring data integrity, developing analyses and reports based on complex data systems, and disseminating findings to technical and lay audiences. The incumbent will be responsible for complex tasks where general procedures may not have been previously established and standard methods might not be available.

Job Duties

The HCV Epidemiologist II will have the following job duties:

  • Lead and collaborate with other project staff to design databases/systems and data collection tools (e.g., surveys and forms) to ensure that surveillance, programmatic and reporting needs are met.
  • Conduct data integration by matching and merging records across complex data sources (e.g., disease reports in local/state notifiable condition systems, laboratory data, Medicaid claims, death records and electronic health records data).
  • Conduct data quality assurance, including data cleaning and developing data quality reports, and troubleshooting data inconsistencies.
  • Conduct epidemiological and statistical analysis using local, state, and federal databases to support disease investigations and determine trends, incidence and prevalence of disease, and examine data for health disparities.
  • Create data visualizations and dashboards (e.g., using Tableau) for internal and external audiences.
  • Provide data management support to drug user health initiatives (e.g., syringe service program, naloxone distribution, hepatitis C screening and treatment, etc.)
  • Develop reports and written summaries for internal and external audiences.
  • Present findings to technical and lay audiences.
  • Provide technical supervision of assigned staff involved in data collection and management.
  • Coordinate with other epidemiologists in the department on shared data systems upgrades, data management, and analyses
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Required Qualifications: 

  • Master’s degree in epidemiology, informatics, biostatistics, or related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work
  • Knowledge or experience incorporating anti-racist principles of equity and social justice into surveillance system design, database design, data collection, data analysis, reporting, dissemination of data and reports, or any other approaches that may help address racism as a public health crisis
  • Experience analyzing data to identify and monitor health disparities
  • Experience designing and managing databases (e.g., in REDCap, MS Access, or SQL server)
  • Experience designing and creating data collection tools, including disease reporting forms and surveys
  • Skill conducting data quality assurance, including applying data coding expertise in order to identify data quality concerns, and using programming strategies to make corrections to data quality issues
  • Skill in creating disease surveillance summaries and data interpretation, including summarizing assumptions, conclusions, strengths and weaknesses of data
  • Strong data coding expertise (using SAS or R), including knowledge of methodologies for extracting or creating data sets, conducting text string searches, creating coding efficiencies, working with arrays, recoding data values, writing macros, creating date/time calculations, applying formats to variables, merging data sets, and transposing data
  • Knowledge of statistical theory, including hypothesis testing, multivariate analysis, trend analysis, regression analysis, sampling techniques, and confidence-interval estimation
  • Proficient written, oral, and interpersonal communication skills
  • Demonstrated ability to work well on a team as well as independently with minimal direction 
  • Excellent problem-solving skills
  • Ability to work well under pressure with multiple competing priorities and deadlines
  • Strong attention to detail
DESIRED QUALIFICATIONS
  • Experience working in a local or state public health practice setting
  • Experience conducting communicable disease surveillance
  • Experience analyzing data from electronic health records (EHR) or electronic laboratory reports (ELR)
  • Experience conducting deterministic and probabilistic record linkage across databases (e.g., using LinkKing, Link Plus, Fastlink or similar tools/software)
  • Skill in creating visualizations of surveillance data using Tableau, Power BI, or other business analytics software
  • Experience analyzing longitudinal data and relational datasets
  • Skill in facilitating data exchange with partners
  • Experience creating and managing Extract, Transfer, and Load (ETL) data pipelines

Work Schedule: Monday through Friday, 8:00-5:00, with some evenings and weekends. This position is subject to the Fair Labor Standards Act and is overtime eligible where time exceeds 40 hours per week. 

Telecommuting:
The work associated with this position will be performed through a combination of in-person work and teleworking. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
