The Senior Town Engineer performs complex professional and administrative work addressing laws and regulations relating to wastewater collection and pumping systems. This position conducts engineering studies, prepares engineering design and cost estimates for public works and public utilities projects, oversees construction inspection activities, prepares and maintains engineering plans, records and files, and performs related work as apparent or assigned. Duties will include serving as the Project Manager on Town Capital Improvement Program Projects and coordinating with the Interdepartmental Wastewater Work group as well.  Work is performed under the general direction of the Director of Engineering and GIS.

• Analyzes wastewater treatment system for capacity, condition and sets priorities based upon risk model
• Manages the Town's wastewater system, including metering, measurement, modeling, and data collection
• Serves as liaison between Town and State and Federal wastewater permitting and regulation
• Reviews, plans, prepares specifications, and serves as Project Manager for wastewater and capital improvement projects
• Reviews site development projects for conformity to Town and State standards
• Oversees Wastewater Infrastructure User and System Development group
• Serves as right of way agent in acquiring rights of way and easements for wastewater projects
• Presents to the Town Council and other public bodies

• Thorough knowledge of the principles and practices of engineering as related to the preparation of plans and specifications in the area assigned
• Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works and utility facilities
• Thorough knowledge of land and engineering survey systems, methods and techniques
• Ability to instruct subordinate personnel in proper work methods and to supervise their work
• Ability to express ideas clearly and concisely, orally and in writing
• Ability to prepare technical reports
• Ability to establish and maintain effective working relationships with Town officials, employees, contractors, State and Federal officials and the general public

Education and Experience

•  Bachelor's degree with coursework in Civil or Environmental Engineering, or related field and considerable experience in municipal wastewater systems 
• Or Equivalent combination of education and experience

Special Requirements

• Must possess Professional Engineer License

                   **Candidates with 3-5 years of experience who do not possess Professional Engineer License will be considered for Engineering II position with annual salary range of $64,566 to $71,286

• Valid driver's license in the Commonwealth of Virginia, as well as a satisfactory driving record
