Job Summary

The National Center for State Courts (NCSC) is an independent nonprofit court improvement organization headquartered in Williamsburg, Virginia. NCSC's services -- research, information services, education, consulting -- are focused on helping courts implement improvements that promote efficiency and effectiveness, while ensuring access to justice, timeliness, and procedural satisfaction. 
 
NCSC is seeking an experienced human resources generalist to fill a vacancy in the Williamsburg, VA office. This position is part of a team of HR professionals responsible for delivering and maintaining a comprehensive human resources program for a diverse, geographically dispersed workforce.

Duties and Responsibilities

The position is responsible for performing in the following capacity:

  • Leads the recruitment process: works with hiring managers to develop vacancy announcements and recruitment strategy; secures required authorizations, screens applications, oversees scheduling of interviews and conducts interviews; manages the talent management platform;
  • Serves as a resource to supervisors and managers in fulfilling requirements of the performance management process: prepares and delivers related training; guides the development of performance objectives and performance improvement plans; reviews, tracks and analyzes performance data;
  • Guides the job review and classification process: develops and maintains policies and procedures, conducts position reviews and makes recommendations for actions to be taken;
  • Facilitates development of compensation policies and practices: reviews and makes recommendations for starting pay actions and promotion increases; assesses market trends nationally and regionally for relevant labor markets; makes recommendations for policy changes that align with best practices and organizational goals;
  • Facilitates staff development and training activities: evaluates individual and specific group training needs; identifies providers; conducts HR related training;
  • Supports the NCSC DE&I initiative: coordinates committee meetings and activities; develops and recommends opportunities and activities for training and celebrations;
  • Participates in other HR functions and organization activities as needed.




 

Qualifications

 
To be considered for this position applicants must possess the following qualifications:

  • Bachelor's Degree in Human Resources Management, Organizational Development, Business Administration or related discipline; or a combination of education and experience that reflect the ability to perform the duties of the job; graduate work in a relevant discipline desirable;
  • A minimum of five years' experience in an HR generalist role with at least two years' experience in two or more of the following areas: employee relations, compensation, performance management, recruitment;
  • Considerable knowledge of and experience in the application of human resources  management theory, practices and procedures;
  • Considerable knowledge of federal and state employment laws and regulations; knowledge of these and other regulations applicable to federal contractors desirable;
  • Proficiency using PC and Microsoft Office products to prepare reports, presentations and complete routine work is required;
  • Effective interpersonal skills and a strong customer orientation are essential;
  • Ability to work independently, prioritize work, build relationships and work in a team environment is required;
  • Familiarity with ADP Workforce Now modules and automated recruitment systems  desirable
  • Professional HR certification (HRCI or SHRM) is required.
