General Statement of Duties

The City of Eugene is recruiting for a Facilities Project Managers to perform a variety of administrative, managerial and fiscal duties in support of the planning, design, construction, repair and maintenance of City facilities.

Salary Range: $50.65 - $68.38 Hourly / $105,352.00 - $142,230.40 Annually

Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs.
Schedule: Full-time, 40 hours/week 
Supervision Received and Exercised: 
  • Receives supervision from the Principal Facilities Project Manager and general technical and/or project management direction from the Senior Facilities Project Manager.
  • Exercises functional and technical supervision over professional and technical staff.
About the division:
The City of Eugene has over 2 million square feet of facilities which include community centers, fire stations, libraries, performing arts venues, parking garages, swimming pools and park structures, as well as general City office buildings. The current General Fund inventory includes 113 buildings and structures totaling 902,000 square feet, with a replacement value of over $350 million.

The mission of the Facilities Management Division is to build, maintain, operate and manage City facilities. We are a skilled team of professionals who work collaboratively to help achieve the goals of those we serve. Foremost, we are responsible and accountable stewards of the City’s facilities.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Coordinates and participates in the design of facility improvements; makes architectural and design decisions; participates in the development and implementation of Facility Management standards; evaluates and selects methods and materials to be used in construction.
  • Coordinates communication of project planning and design issues between design professionals and appropriate City staff; coordinates technical review process with appropriate City staff.
  • Directs architects, engineers, and other professional consultants to ensure conformance with established Facility Management standards, project budgets, and project schedules.
  • Participates in the development of project budgets and projects schedules; prepares documents for internal project authorization.
  • Participates in development of professional service agreements with architects, engineers, and other professional consultants; defines scope of work; negotiates fees; writes service agreements.
  • Administers multiple capital projects simultaneously; manages expenditures; authorizes contract payments; coordinates project scheduling and planning.
  • Monitors construction via regular visits to construction sites; administers project specifications to assure compliance with Facility Management standards; manages change orders.
  • Prepares and presents project work plan and project budgets to supervisor and staff; administers construction contracts; reviews and authorizes progress payments.
  • Represents the City with outside regulators, inspectors, professional consultants, public and private organizations, and to the general public.
  • Develops and distributes project related correspondence; responsible for other project related communications.
  • Formulate and produce regular status reports of projects.
  • Provides technical and/or professional consultation to other sections, divisions, or departments within the City on Facilities related issues.
  • May serve on a task team as a team leader or a source of expertise.
  • Supports and respects diversity in the workplace.
  • Performs related duties as assigned.

Knowledge of:

  • Principles and practices of project management and administration.
  • Facilities construction industry principles, practices and procedures.
  • Building codes and requirements.
  • General architectural, landscape architectural and engineering practices.
  • Construction materials and methods.
  • Sources and methods of public funding of capital improvements and maintenance projects.
  • Construction accounting procedures.
  • Business letter writing and report preparation.
  • Principles and procedures of record keeping.
Ability to:
  • Develop and administer construction contracts.
  • Estimate costs of improvements.
  • Coordinate the activities of staff, consultants, contractors and other outside agencies.
  • Prepare and deliver oral presentations before large groups.
  • Work independently with minimal of supervision.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.

MINIMUM REQUIREMENTS:
Other combinations of experience and education which meet the minimum qualifications will be considered.  

Experience: Three years of responsible facilities management or architecture/engineering experience.

Education/Training: Equivalent to a Bachelor's degree with major course in architecture, landscape architecture, civil engineering or a related field.

License & Certification: Professional license in architecture, landscape architecture, civil engineering, or related field desirable.

Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
