Public Health- Seattle & King County (PHSKC) is seeking to fill a TB Control Program Administrator (Administrator II) to work with the Disease Control Officer and Program Manager on the day-to-day administrative services and financial functions of the TB Control Program.
 
WHO MAY APPLY: This position is open to the general public and King County Career Service employees. This Term Limited Temporary position or Special Duty Assignment is anticipated to last through August 2021, with the possibility of extension.

WORK LOCATION: This position will be required to telecommute, and will occasionally be required to work onsite at Harborview Medical Center located at 325 9th Ave in Seattle.

TEMPORARY TELECOMMUTING REQUIREMENT:
Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate.  Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
 
Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

WORK SCHEDULE: Monday through Friday, 8:00am-4:30pm 40 hours per week. This position is subject to the Fair Labor Standards Act.

Job Duties


  • Assist the Disease Control Officer, Program Manager and Nurse Manager, implemented County, Department and Division personnel policies, procedures and practices within the TB Control Program 
  • Coordinate facility and equipment repair/maintenance issues with Harborview Medical Center, King County Construction & Facility Management, and outside vendors 
  • Ensure the development, maintenance and adherence to record retention schedules for program medical records. Assist the Nurse Manager in the implementation of Electronic Health Records 
  • Ensure adequate supplies and services are available to guarantee operational readiness of both clinical and programmatic functions 
  • Ensure the development of procedures, protocols, standards of care and processes are in accordance with established program, agency and County requirements 
  • Coordinate the procedures to ensure patient generated revenue including insurance/third party billing 
  • Perform financial analysis, management and forecasting for expenditures and revenues at the program level 
  • Ensure program expenditures are allowable under funding guidelines and request modifications as needed 
  • Develop budget for grant applications 
  • Ensure cash management and cash handling is within the scope of financial policies and procedures established by Public Health, King County and state, federal and private funders 
  • Ensure timely and accurate invoicing to funders 
  • Ensure the investigation and problem solving of invoices that are not paid in a timely manner 
  • Maintain financial integrity of program 
  • Develop and manage program contracts including Scope of Work and Budgets 
  • Supervise the Administrative Support Section (4FTE) including development of position descriptions; hiring; personnel related activities; performance appraisals and work plans 
  • Ensure Administrative Support Section Staff receives adequate training and guidance to meet the expectations of their position
