Summary

The Prevention Division of Public Health - Seattle & King County is seeking applicants  who reflect the diverse  communities we serve to apply for the position of Deputy Division Director!
 
This position is posted continuously until filled. The first review of applications will begin on May 4, 2021. 
Initial interviews are currently scheduled to take place on May 13th and 14th.

The Position…

This is a senior leadership position that works closely with and is complimentary to  the work of the Prevention Division Director. The position manages the varied responsibilities within the division, including over 175 employees and a bi-annual budget of over $90 million.
 
The Prevention Division provides service to King County residents via our programs in Communicable Disease, Epidemiology and Immunizations; Tuberculosis Control (including the TB Clinic); Sexual Health Clinic and Program; HIV Program, Public Health Laboratory, Vital Statistics,  and the Medical Examiner’s Office.

This position is responsible for assisting the Prevention Division Director in all aspects of division management with full delegated authority to act on behalf of the Director in the Director's absence and representing the Prevention Division as assigned.

This position is pivotal to advancing equity and social justice (ESJ) principles, utilizing broad organizational knowledge and a deep understanding of lived experience of communities of color to recognize opportunities for strategically disrupting workplace systems and culture.

The position will also advance employee engagement, inclusiveness, continuous improvement, and connection across sections and workgroups. It is also vital to our goal of creating a value-based, collaborative, and innovative culture that successfully partners with key stakeholders to equitably serve communities.
 
The incumbent should bring skills and experience in high-level management, including responsibility for operations for the division, oversight of programmatic work such as human relations, change management, quality assurance and improvement; value and support workers bringing their full selves to the job; and bring a heart-head connection to their work.

This full-time,  position is open to all qualified candidates. This is an appointed  position exempt from King County Career Service.

 Downtown Seattle, Chinook Building, 401 5th Avenue, Suite 1200, Seattle, WA, 98104.
  
 Work Schedule
The normal work week is Monday through Friday, with some evening, night, and weekend work as necessary. This position is FLSA exempt, and as such is not overtime eligible.

Temporary Telecommuting 
The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.  Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties

Strategic Planning,& Leadership Role
 
Works with the Division Director, Leadership, and Managers in developing and implementing the Prevention Division strategic plan, business plan, sponsoring priority projects, and other related activities.  Responsible for developing content, monitoring progress, driving results, and encouraging staff along the way to meet their fullest potential.
 
 Ensures ongoing progress continues in all key areas of oversight.  
 
Works with Division Director and Policy & Finance Administrator on administrative areas of practice, including program changes, budget, HR, and operations; as well as with programs on the resources, services, and operations, including facilities and IT project oversight.

Human Relations Role

Provides leadership in labor-related issues, incorporation of equitable and just human resources practices, employee engagement, and support/guidance for change management within the division. In concert with the director, sets the tone and culture for respectful communication, healthy conflict, and strong interpersonal skills and problem-solving.
 
Coordinates and communicates closely with departmental and county teams such as Payroll, Human Resources, Office of Labor Relations, King County Information Technology, Emergency Preparedness, and labor groups. Represents the division at Labor Management meetings. 
 
Coaches, mentors and provides conflict management for individuals and/or teams.

Provides direct supervision to Prevention Division Business Analyst, Prevention Systems
Administrator/HR Liaison, and Prevention Division Equity Inclusion and Belonging Manager.  

Equity and Social Justice 

Supports and is responsible for continuing culture change and systems transformation across the division to produce equitable outcomes for employees and communities, in alignment with our commitment to address racism as a public health crisis.

Administrative & Support Services Oversight 
 
Oversees administrative and operational functions, such as Information Technology (IT), health information management, facilities and other supportive functions to assure high quality and efficient functioning of the Division. Negotiates and implements MOU/contracts.  
 
 Assesses and addresses concerns about program services raised by community members or others. 
 
Represents division at meetings, group presentations, and community/public events.

Desired Qualifications:  
  • Masters preparation in public administration, business, public health or a related field or three to five years of relevant experience.
  • Experience establishing and maintaining systems that monitor service standards, timelines, outputs, and resources to meet practice needs.
  • Washington State Driver’s License or the ability to travel to work locations with limited or no public transportation services is required.
