Job Description

GENERAL SUMMARY: Under the direction of the Emergency Services Director, responsible for review and analysis of countywide EMS system structure and its impact on policies and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Convene and facilitate collaborative processes for reviewing and analyzing Lucas County's EMS structure and its impact on policies and procedures with key stakeholders to include, but not limited to, fire chiefs, elected officials, and hospital systems. Assist in development of recommendations for the structure and impacted policies and procedures for the delivery of EMS services in Lucas County. Produce or cause to produce evaluations of Lucas County's current EMS system structure and potential alternatives. Coordinate with Lucas County Fire Chiefs and elected officials as it pertains to EMS system structure and impacted policies and procedures. Attend EMS Policy Board, Lucas County Fire Chiefs Association, Board of County Commissioner and other appropriate jurisdictional and EMS committee meetings as necessary to discuss EMS system structure and related issues. Maintain appropriate studies, records, policies and data related to the Lucas County and other comparable EMS systems as it pertains to structure and related issues. Other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES: Knowledge of & skilled in using word processing, Excel and Power Point software. Knowledge of EMS medical terminology and equipment related to the delivery of pre-hospital EMS. Knowledge of practices, procedures and methods used in the operation of medical transportation units Knowledge of pre-hospital emergency medical procedures, equipment and vehicles. Knowledge of federal, state and local laws, regulations, policies, procedures and protocols related to the delivery of EMS. Knowledge of and skilled in using effective facilitation techniques. Knowledge of and experience with data and statistical analysis. Ability to direct and facilitate group discussion. Ability to establish and maintain effective working relationship with elected leaders, executives, service providers, peers and community groups. Ability to define and analyze problems, identify and recommend alternative solutions. Ability to prepare and present clear and concise oral reports and presentations. Ability to understand, interpret and apply provisions of federal, state and local laws, rules, regulations, and standards related to emergency care, medical transportation, equipment and vehicles. Ability to communicate effectively in situations requiring diplomacy, tact, and persuasion. Ability to distinguish confidential or sensitive information and show appropriate discretion.

MINIMUM QUALIFICATIONS: These are not to be construed as exclusive or all-inclusive, recognizing that this is a high medical technology position subject to continuously changing equipment and knowledge base. Other knowledge, skills and abilities may be required and or learned as medical technology changes. A minimum of five (5) years' experience in an administrative or management role in an EMS system, with preference provided for experience in Lucas County's EMS system. Ohio Certified Paramedic and Nationally Registered Paramedic preferred. Must possess a valid driver's license with driving privileges in the State of Ohio, unless accommodated under the Americans with Disabilities Act (ADA). Special Requirements: Pre-employment screening required including employment reference, criminal background check, and possibly pre-employment testing. This position is regularly exposed to sensitive information and the incumbent is expected to keep any such information strictly confidential.

UNUSUAL WORKING CONDITIONS: Normal office environment. Some work may be performed in the field inside fire stations or outside in emergency vehicles/facilities. Requires flexible working hours, some routine local travel and some out-of-town travel may be involved.
