Essential Duties and Responsibilities

  • Assists the City Manager with the overall management of city services and operations and acts as the City Manager in his/her absence.
  • Performs a variety of research and special assignments including investigating, analyzing, and preparing reports with sound analysis and recommendations for presentation to the City Council or other bodies, or for use by the City Manager in decision-making.
  • Responsible for project management as assigned by the City Manager.  Projects may include, but not limited to projects related to facilities, construction projects/public improvement projects, record management, coordinating with appropriate consultants as needed, and other projects as assigned.
  • Prepares and administers the annual Human Resource Department budget; prepares and administers the annual Administration and Legislative budgets.
  • Oversees the recruitment, testing, selection, orientation, and placement of candidates for employment with the city.  This includes recruitment efforts that align with the city's racial equity initiative that city staff more closely reflects the community's growing diversity.
  • Oversees all labor relations activities including negotiating labor agreements and letters of understanding with the city's labor unions; researches and prepares proposals and responses; costs out contract proposals, and interprets and administers the labor agreement.
  • Oversees the alignment and implementation of the city's strategic plan.  This includes, but not limited to, developing objectives, departmental plans, and performance measures in an effort to build accountability and transparency.
  • Responsible for advancing the city's racial equity initiatives that result in more effective delivery of city services in an effort to make the community more equitable, inclusive, and welcoming. 
  • Oversees salary and fringe benefit surveys and analyzes results; administers and updates City pay plans; and recommends or negotiates revisions to salary ranges.
  • Oversees the development/maintenance of job descriptions, job analyses and classification studies and recommends revisions in the position classification system.
  • Develops, revises, interprets and administers the City Personnel Policies; advises employees and supervisors on policy issues.
  • Responds to employee complaints and concerns and acts as an intermediary to resolve disputes and improve working conditions.
  • Oversees the employee benefits program which includes working with outside insurance agents, brokers and plan administrators to assure comprehensive coverage; oversees the renewal of insurances process and open enrollment; resides as Chair to the Labor Management Insurance Committee.
  • Oversees the grievance management process: advises management staff on policy and contractual issues and recommends resolution, prepares responses and assists with arbitrations or negotiates resolution of grievances with the union business agent.
  • Advises supervisors on performance management and discipline, conducts or oversees misconduct investigations, recommends appropriate discipline, prepares disciplinary letters and manages the process.
  • Oversees the city's employee performance evaluation process to ensure quality of service is being provided.  Interviews and recommends hiring; assigns, directs, and evaluates work; conducts performance evaluations; provides training, coaching and rewards; enforces policies and labor agreements; provides a safe and positive work environment; administers discipline including suspensions; recommends discharge.            
  • Oversees the city's workers compensation and managed care program, including city-wide safety and wellness initiatives.
  • Develops long- and short-term goals for the department and oversees implementation.
  • Oversees the Drug Free Workplace and D.O.T. Testing Programs, pre-employment medical, psychological and agility exams, and the fitness for duty evaluation process.
  • Ensures compliance with pay equity laws, equal opportunity, ADA and other state and federal laws.
  • Performs other duties as needed or assigned.

Working Conditions

  • Considerable knowledge of the principles and practices of municipal administration and public sector human resource administration.

  • Thorough ability to communicate effectively, both orally and in writing, with elected officials, business leaders, developers, contractors, city staff, and the general public including making formal presentations and delivering training sessions.
  • Considerable ability to research and analyze complex information, utilize resources and develop alternatives.

Minimum & Preferred Qualifications

  • Bachelor's Degree in public administration, business administration, public sector human resources or a related field.
  • Five years of progressively responsible experience in the public sector, including at least three years of supervisory experience. 
  • Five years of experience in public sector human resources.
  • Must possess and maintain a valid Minnesota driver's license or equivalent out-of-state license.
