Summary

The Flow Monitoring team is responsible for managing over 270 portable flow meters for data in the King County region's sewer system. We conduct and coordinate the collection, review and analysis, archiving, and reporting of portable flow meter data, as well as maintenance of monitoring equipment in support of planning and large project delivery teams.

King County WTD's Combined Sewer Overflow (CSO) Control Program, long-term Conveyance System Improvement (CSI) projects, Mouth of Duwamish CSO project, Sewer Heat Recovery, National Pollutant Discharge Elimination System (NPDES) regulatory reporting requirements, and construction and inspection activities within the WTD's Wastewater collection system.

WTD's capital project demand will be increasing in the coming years and along with it demands for flow monitoring data. Flow monitoring data is directly used to inform the project design phases and to monitor project and to access post project analysis and impact in sewer pipes.

Job Duties
  • Collect, review, and analyze portable flow meter data. Perform Quality Assurance and Quality Control review of flow data. Edit as appropriate and finalize flow data for submittal and reporting. Ensure data is appropriately managed in databases.
  • Prepare service and maintenance requests for flow monitoring field crews. Create Work Orders in a Computerized Maintenance Management System (CMMS) such as Mainsaver for the service/maintenance requests.
  • Assist Flow Monitoring field crews with troubleshooting data quality, maintenance, and telemetry issues.
  • Assist in flow meter installations and site calibrations (field verifications) including on-site visits and working with field staff.
  • Interface with vendors and manufacturers regarding flow monitoring hardware and software issues.
Experience, Qualifications, Knowledge, Skills

A bachelor's degree and two years of increasingly responsible experience in planning, communications, or a closely related field or the equivalent combination of education and experience is required.
  • Database management skills.
  • Analytical skills.
  • Excellent oral and written communication skills.
  • Ability to handle a number of tasks simultaneously.
Necessary Special Requirements:
  • A valid Washington State Driver's License.
Preferred Qualifications:
  • Working knowledge of portable wastewater flow monitoring hardware and software.
  • Working knowledge of King County's wastewater collection system.

Working Conditions:
Telecommuting / Hybrid Telecommuting Plant Designated
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. This will be a combination of telecommuting and in-person work at the South Treatment Plant. In addition, business needs may require frequent project site visits, onsite workshops / trainings, and in-person meetings. Employees will have access to a designated workspace at South Treatment Plant as well as shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite(s) to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Primarily telecommuting with a work designation at the South Treatment Plant - 1200 Monster Road SW, Renton. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.

Work Schedule: T his position is non-exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is overtime eligible. This full-time position works a 40-hour work week. Monday through Friday.
