Position Information

The County of Sonoma is seeking a qualified California-Licensed Registered Nurse, Nurse Practitioner, or Physician Assistant for this sensitive and important position!
 
Starting Salary:
Nurse Practitioner/Physician Assistant: $51.63 - $62.76/Hour
Staff Nurse II: $43.08 - $52.35/Hour

Additional Compensation:
A 20% premium per hour worked
Daily-On-Call Stipend: $100 per eight-hour period served on-call.
Exam Fee Stipend: $275.00 per sexual assault exam performed while on-call.

About the Position

The Sexual Assault Forensic Examiner position in the Special Clinical Services Unit provides on-site adult and pediatric sexual assault exams for both the Sexual Assault Response Team (SART), and the Redwood Children's Center (RCC). SART and RCC are collaborative teams comprised of multi-disciplinary governmental and non-governmental agencies. Member agencies represent medical and advocacy providers, victim services organizations, law enforcement agencies, the District Attorney's Office, and other organizations committed to delivering and enhancing services to and for victims/survivors of sexual assault.

This Sexual Assault Forensic Examiner position requires the ability to tolerate a unique combination of stressors. Duties include performing sexual assault exams, testifying in court, dealing compassionately with people in crisis, taking night calls, and working closely with the SART Coordinator, the District Attorney's Office, law enforcement, advocacy groups, and others in a multi-agency effort to gather evidence for prosecuting court cases.

This position requires well-developed interpersonal skills and behaviors, including the ability to defuse crises, follow strict protocols, and engender cooperation from colleagues. Other key aspects of the position include knowing when to seek consultation both medically and administratively, training others about the medical component of sexual assault, and consistently respecting the confidentiality and dignity of those served.

The most qualified candidate will possess the following:
  • Formal sexual assault medical training
  • Considerable experience performing sexual assault exams
  • Some knowledge of, or experience in, acting as an expert witness
  • The desire and ability to work in a multi-disciplinary setting
  • Strong interpersonal skills and the ability to work with grace under pressure
  • The flexibility to work on-call as an extra-help employee
EXTRA-HELP EMPLOYMENT

Extra-help employees relieve or augment permanent staff. Intermittent, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most regular employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations. Intermittent, extra-help employees are limited in their employment to a maximum of 1,380 hours within any twelve month consecutive period. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage. 

* Eligibility for standby and premium pay amounts are determined by the Service Employees International Union Local 1021 Memorandum Of Understanding (SEIU MOU) and are subject to change.

Minimum Qualifications

~ For a Nurse Practitioner
Education: Normally, graduation from an approved school of Nursing and completion of a State approved Nurse Practitioner program that includes a clinical preceptorship.

Experience: Some experience in an acute care hospital, primary care health clinic, physician office, psychiatric facility, or outpatient services is highly desirable.

Licenses: Possession of a valid California license as a Registered Nurse and a certificate as a Nurse Practitioner issued by the California Board of Registered Nursing; some assignments may require a specialized certification.

Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required, depending upon assignment, to perform the essential job functions of the position.

For assignments that include the ordering or furnishing of drugs:

Possession of, or ability to obtain with one year of appointment, a current Furnishing Number issued by the California Board of Registered Nursing.

Possession of, or ability to obtain with one year of appointment, a current Department of Drug Enforcement number to order Schedule II, III, IV, V drugs.

~ For a Physician's Assistant
Education: Normally, graduation from an accredited primary care Physician's Assistant program that includes a clinical preceptorship and training in all of the tasks listed so that proficiency can be demonstrated to the Board of Medical Quality Assurance, Division of Allied Health Professions.

Experience: Some experience in an acute care hospital, a primary care health clinic, physician office, psychiatric facility, or psychiatric office/clinic is highly desirable.

Licenses: Possession of a certificate or letter of approval to practice as a Physician's Assistant issued by the California Board of Medical Examiners, or any other license or approval that may be required by law to practice as a Physician's Assistant.  Advanced cardiac life support certification issued by the American Heart Association is desired.

Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment, to perform the essential job functions of the position.

For assignments that include the ordering or furnishing of drugs:

Possession of, or ability to obtain with one year of appointment, a current Department of Drug Enforcement number to order Schedule II, III, IV, V drugs.

~ For a Staff Nurse II:
Education: Academic course work which directly relates to the knowledge and abilities listed. Normally, graduation from an approved school of nursing will meet these requirements.

Experience: Any combination of training and experience that will provide an opportunity to acquire the skills, knowledge and abilities listed. Normally, six months recent professional nursing experience in an acute care facility would provide this opportunity.

License: Possession of a valid California license as a Registered Nurse. Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California, may be required depending upon assignment, to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

~ For a Nurse Practitioner & Physician's Assistant
Thorough Knowledge Of: the methods, techniques and procedures used in health services; medical and behavioral health terminology, hospital routines, procedures, equipment and facilities.

Working Knowledge Of: the roles of various health personnel; common medical and behavioral conditions and the procedures involved in treatment and diagnosis of these conditions; the uses and affects of medicine and narcotics; various preventive and early diagnostic techniques; basic laboratory procedures; physiology of diseases, disabling conditions, mental illness and addiction; community and regulatory standards for the documentation of patient care; environmental, sociological, psychological and physical conditions relevant to advanced practice nursing; Federal, State and local laws and regulations governing nursing; uses and side effects of medications; comprehensive physical, behavioral and social assessment methodologies to identify physical illness, mental illness, and the physical and mental symptoms associated with abuse, neglect and addiction.

Ability To: take complete and accurate physical and behavioral health assessments and examinations; compile complete and accurate medical, behavioral, and social histories of patients; diagnose common medical and behavioral health conditions; competently perform all of the therapeutic, laboratory and screening procedures listed under typical duties; follow established protocols set up by physicians; consult with physicians, nurse practitioners and other members of the staff and other agencies; observe and evaluate the patient's emotional conditions; differentiate medical and surgical problems that require immediate consultation with the physician rather than a deferred consultation; determine abnormalities in laboratory test reports; provide health counseling and guidance to patients; safely administer medications; analyze and interpret findings resulting from histories taken, assessments and tests ordered and/or conducted; formulate appropriate treatment plans; work effectively with individuals and families to assist them in satisfactory resolution and/or management of medical, behavioral, and substance use disorders and conditions; teach physical and behavioral health care techniques to individuals and families; refer individuals as expediently as possible to appropriate resources; and prepare and maintain clear, concise and complete records, reports and charts.

~ For a Staff Nurse II:

Ability To: accurately assess patient's needs and to quickly recognize and manage changes in the patient's condition; observe and report both physical and emotional symptoms and conditions of patients; function as a team leader; deal with patients and their families sympathetically and tactfully while carrying out prescribed treatment; assist patients in understanding and accepting their diagnosis, conditions and treatments; follow oral and written directions of a technical and professional nature in detail; motivate and teach patients and patients' families in assisting in their own care, treatment and health maintenance; protect the rights of patients and maintain confidentiality of all hospital and medical related matters; establish and maintain cooperative working relationships and effective communication with other hospital and medical personnel; chart legibly, concisely, accurately and informatively; maintain, interpret and evaluate nursing charts, records and reports; work during weekdays, weekends, holidays, and various shift hours; comply with common hospital rules, regulations, practices and procedures; stand and walk for long periods and work under mental and physical strain.
