Summary


King County Parks is seeking a Business and Finance Officer III to join the Parks Finance team! This position will oversee accounting and financial reporting systems and review expenditures for compliance. This position will play a large role in evaluating the current fiscal processes for efficiency and implement changes for continuous improvement. There is also a lead component to this role, working closely and overseeing the Fiscal Specialist in the processing of invoices and transfer payments.

Duration: This Term-Limited-Temporary (TLT)/Special Duty Assignment (SDA) position is anticipated to be up to three years in duration.
 

  • TLT: Open to the public and all King County employees 
  • SDA: Open to current King County career service or appointed employees who have passed their initial probationary period.

Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities.

Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Oversee accounting and financial reporting systems in area of responsibility including review of transactions and maintaining the integrity of the operating budget.
  • Review expenditures for compliance with grant, contracts, memorandum of agreement, and policies.
  • Lead Fiscal Specialist in the processing of invoices and transfer payments and provide technical assistance to program staff in financial matters including allowable costs.
  • Interpret and implement federal, state, county and local laws, policies, and procedures.
  • Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
  • Perform other financial management duties as assigned.

Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • Experience administering and monitoring grants and contracts, including contract fiscal tracking.
  • Six years of professional experience with five years focused in finance, accounting, and/or audit environments, or any equivalent combination of experience and education that provides requirements to perform the work.
  • Advanced knowledge of budgeting, finance, managerial and financial accounting.
  • Experience working with automated financial management systems.
  • Ability to identify and prioritize time sensitive matters and respond with a sense of urgency as needed, while adapting to changes in workload demands.
  • Advanced Microsoft Excel skills utilizing functions such as pivot tables, v-lookup, if-then functions, etc.

Preferred Qualifications:
  • Bachelor’s degree in accounting, finance, business administration and/or equivalent education and experience.
  • Knowledge of Governmental Accounting Standards and techniques and the legislative process.
  • Experience with Oracle Business Intelligence or other Enterprise Resource Program for budgeting and financial performance.
  • Knowledge of financial internal controls, implementing criteria, and performing audits to assess risk and ensure financial integrity compliance with financial governance.
  • Demonstrated experience with public sector budgeting.

Working Conditions:

  • Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
  • Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
  • Union Representation: This position is not represented by a union.
