This position is located in the Sheriff's Office, directly supervising staff and day-to-day operations of the data control or records units. This is a technical position that requires knowledge and management of various local, State, and Federal databases. This position will manage a program with multiple components or several sub-programs of a larger program and independently supervise two or more work groups supporting assigned programs. Incumbents provide direction and oversight to staff, plan and monitor goals and objectives for assigned work units, and ensure work adheres to policies and procedures. The incumbent acts as a liaison between agencies with the highest level of confidentiality as well as manage the Terminal Agency Coordinator that affects the liability of State/Federal compliance for the Sheriff's Office as a whole.

WORK SCHEDULE: This position is FLSA exempt and therefore not overtime eligible. Typical work hours are 40 hours per week, 8:00 AM - 5:00 PM, Monday through Friday.  Additional hours may be necessary to respond to workload needs, which may include evenings and weekends 

Job Duties

The Data Control Unit Supervisor is the expert technical resource for the Data Control Unit and the Sheriff’s Office.  This position is responsible for the management and evaluation of the unit's activities, multiple systems and sub-programs.  It plans, schedules and supervises the work activities of subordinates providing program and systems support.  It also provides assistance, guidance and direction with difficult or unusual problems.   Duties include but are not limited to:  

  • Coordinate unit's activities and ensure deliverables are achieved, such as; entries into WACIC/NCIC, to include warrants and protection orders, unit statistics and reports, track attendance.
  • Develop, recommend, and implement modifications or revisions in existing operating procedures in response to changing and developing laws and regulations. 
  • Supervise data unit team made of 13-15 employees and operating 24/7; train, mentor and coach data technicians. Oversee new employee on-boarding. Manage employee's performance and development; provide annual evaluations and assist investigations of grievances and complaints.
  • Responsibility for ensuring that training and certifications are up to date for agency personnel and those who have or may have access to criminal justice information; identify training needs; research available training sources and develop and implement training programs
  • Ensure agency maintains accurate records in WACIC and NCIC and keep manuals and procedures up to date.
  • Receive and investigate complaints and inquiries from the general public, internal work units and external agencies/jurisdictions, prepare performance appraisals to evaluate subordinates, identifying areas that need improvement, draft corrective action plans as needed
  • Issue oral and written reprimands and letters of counseling and recommend and/or implement further disciplinary actions when necessary. Assist in the investigation of complaints and grievances; interpret labor contracts

Experience, Qualifications, Knowledge, Skills

At least three years of progressively related experience commensurate with the responsibilities of the position OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work. Experience requirements include:
 

  • Three years of demonstrated experience leading, supervising and training. Able to develop individual employee's skills and manage the dynamics of a diverse and multi-disciplinary staff.  
  • Knowledge of County, Washington State and federal laws and regulations pertaining to the access and use of highly sensitive information
  • Experience in progressive supervisory principles and practices
  • Knowledge and experience of work planning principles and techniques
  • Skill and experience in program management
  • Experience in budget development, monitoring and administration
  • Experience managing complex projects and programs; applying quantitative and qualitative analytical methods to ensure work unit's goals and objectives are met and adheres to policies and procedures. 
  • Experience should include handling performance matters, hiring decisions, performance evaluations, leadership, development of staff, budget management
  • Skilled in utilizing various database systems to gather data and information, applying research and analysis to appropriately disseminate sensitive information.  
  • Exceptional communications skills, both verbal and written, a high degree of accuracy and attention to detail.  
  • Skilled in managing multiple stakeholders and developing strong relationships within the KCSO, local, state and national governmental agencies. 
  • Skilled in writing and implementing new policies and procedures in accordance with changing laws and regulations. 
  • Demonstrated ability to utilize various computer hardware and software applications, such as relational databases, Microsoft Office suite products, spreadsheets and databases. 
Desired Qualifications:
  • Experience working in a 24/7 call center environment.
  • Knowledge of Criminal Justice Information Systems (CJIS)
  • Knowledge of Washington State Patrol (WSP) ACCESS regulations
  • Knowledge of Computer Aided Dispatch system (CAD)
  • Experience working with National Incident Based Reporting System (NIBRS). 
  • Knowledge of the various agencies (local, state, national) responsible for maintaining and tracking court orders, warrants, and criminal history records.
  • Experience managing data or projects in a government agency. 
  • Experience in a law enforcement agency, or in a related field with frequent exposure to law enforcement or criminal justice agencies.

NECESSARY SPECIAL REQUIREMENTS:

  • Possess or able to obtain Washington State Patrol (WSP) ACCESS Level 2 certification within the first three (3) months of employment
